Stephanie Mango leads CGI Federal, a wholly-owned U.S. operating subsidiary of CGI Inc., which serves CGI’s clients across civilian, defense and intelligence sectors of the U.S. Federal Government.

During Ms. Mango’s 25-year career, she has served in leadership positions across the government markets in profit and loss operations, business development, sales operations and strategic planning.  She has worked with federal organizations in the civilian, defense and intelligence communities to improve operations through business and information technology solutions.

As a respected thought leader, Ms. Mango drives transformational Shared Services through participation and leadership in a number of organizations, including the American Council for Technology-Industry Advisory Council, the Association for Government Accountants and the Shared Service Leadership Council. Her focus is on leveraging innovative business models and solutions to drive efficiency, effectiveness and desired outcomes for her customers. She is also a founding member of Chief Washington DC, a network that connects and supports women leaders.

Ms. Mango won a Pinnacle award for National Security Executive on behalf of her team’s delivery of innovation in cybersecurity and a Federal 100 award for her advocacy of efficient and effective government through the leverage of shared services. She was recognized as a finalist in the WeQual Awards for Leadership Excellence and inducted as a WeQual member.

A frequent speaker at internal and external events, Ms. Mango’s recent topics include “Innovation for Niche Products” for the Institute of Product Leadership, “Leading through Challenging Times” for the CGI Leadership Conference, “Leading a Multi-Generational Workforce” for the Women’s Center Leadership Conference, “The Art of Saying ‘Yes And’” in a CGI leadership series, and “Risk Taking” as part of a women’s forum empowerment series.

Ms. Mango holds a Master of Science in management of information systems and a Bachelor of Science in accounting from the University of Virginia. She also holds certifications as a Project Management Professional and as a Certified Government Financial Manager.

Meisha Lutsey

President, Operations Support and Services, CACI

Meisha Lutsey is President of Operations Support and Services for CACI International Inc, an international provider of expertise and technology serving enterprise and mission defense, intelligence, and federal civilian government customers.

Ms. Lutsey oversees the delivery of strategic and integrated offerings that are focused on special operations and intelligence mission support to military, national security, and homeland security customers across the globe. Her organization is widely acknowledged for providing deep expertise and capabilities supporting some of the nation’s most challenging missions.

Ms. Lutsey has more than 25 years of experience in operations management, including domestic and international operations. She began her career with TechniGraphics Systems, Inc. and grew the company through successful program execution and strategic growth initiatives to 11 times its original size before it was acquired by CACI in 2010. In her final role with TechniGraphics, Ms. Lutsey served as the executive vice president of operations. In this role she provided program support, financial planning, production oversight, and contract execution oversight for the company with offices in Ohio, Colorado, Spain, India and Germany, spanning both the federal and commercial geospatial and engineering services markets.

In 2022, Ms. Lutsey was listed as one of WashingtonExec’s “Top 35 Execs to Watch.”

Ms. Lutsey received her bachelor of science degree from Colorado State University in 1995 and a master of business administration degree with a concentration in international business from Purdue University in 2008.
