In the highly competitive and evolving world of government contracting, companies need to stay ahead of the game and on top of the trends to grow, succeed and achieve mission objectives internally and for customers. The teams leading these efforts set the company’s marketing and communications strategies with industry knowledge, strategic marketing techniques and expertise.
These experts bring the industry experience and understanding needed to lead branding strategies through mergers and acquisitions, run creative and operational support teams, and ultimately, manage the connections and communications needed to drive growth and success.

Christine Fuentes
Vice President, Marketing and Communications, Amentum
Christine Fuentes is a visionary communications professional who excels at anticipating needs and positioning her organization for growth. Since Amentum launched as an independent company in February 2020, she has built brand awareness from scratch to where it is today in the government services market.
In two years, she led the company through a digital shift, beginning when COVID-19 changed the landscape for the then-six-week-old company. A few months later, she supported Amentum in its first acquisition when it purchased DynCorp International. She subsequently led integration activities related to the brand.
“It’s amazing to think that two years ago we were a new company no one had heard of,” Fuentes said. “Now, we are approximately 57,000 strong and one of the largest services companies in the government market.”
Why Watch
In 2022, Fuentes will focus on integrating the PAE brand following the completion of Amentum’s second acquisition in February. She also looks forward to finding new ways to highlight the technologies and innovations the company is now developing to help customers achieve their critical missions — and ultimately, transform the market for government services.

Joseph Pendry
Vice President, Marketing and Communications, Akima
Joe Pendry joined Akima in 2018 and quickly made impactful and lasting changes to the company’s marketing function as well as its brand presence.
In the past two years, he has executed a transformative rebrand, which highlighted Akima’s unique mission and value proposition, along with a digital marketing effort recognized by LinkedIn as “best in class” for public sector awareness.
“We have shown the importance of a strategic digital focus in achieving oversized market impacts,” Pendry said. “A smart digital campaign is an equalizer for a brand that doesn’t choose to roll out a huge physical presence at trade shows or other events.”
Pendry attributes his success to strong relationships with Akima executive and operations leaders, along with a priority on supporting the company’s growth strategy. His tactics are driven by strategic objectives and backed by market analysis and detailed planning.
“We constantly search for creative marketing opportunities to support our growth strategy,” Pendry said. “I’m never surprised by the value of hard work in uncovering gems that are overlooked by others.”
Why Watch
Pendry and his team won a national Addy award in 2021, alongside consumer brands like Coke and Adidas, for video content that explained Akima’s relationship with its over 14,000 Inupiat shareholders. Delivering engaging content continues to be central to his strategy.
“Telling a compelling story to the right audience at the right time is at the heart of everything we do,” Pendry said.

Heather Williams
Senior Marketing and Communications Executive, Noblis
Heather Williams joined Noblis in March 2021 as the senior marketing and communications executive. Her tasks: to elevate and amplify the company’s overall mission to enrich lives and make the nation safer, and to expand its business across the federal market.
Upon arrival, Williams led efforts to develop and launch an overall brand hierarchy to ensure Noblis and its subsidiaries maintain a branded house — versus a house of brands — and to position it more accurately as a science and technology organization. This strengthened the company’s overall foundation as it prepared to acquire McKean Defense in early May.
For the acquisition, Williams developed and led a holistic communications strategy for the launch, integration and subsequent rebranding of McKean Defense to Noblis MSD, a subsidiary of Noblis that combines decades of specialized defense mission domain knowledge with the latest technological innovation.
Under Williams’ leadership, the Noblis marketing and communications team partnered with the company’s solution delivery organization on a multipronged campaign for launching the organization’s new Run with Noblis digital solutions suite, which addresses evolving needs of federal agencies.
Why Watch
In her short time at Noblis, Williams received the company’s President’s Award for her leadership in living and growing the Noblis brand. She’s looking forward to working with her team and colleagues to build on current initiatives while focusing on a newly launched thought leadership campaign and advancing the company’s content strategy and virtual presence as the industry further shifts to digital marketing and communications strategies.

Head of Marketing, Nokia
Nokia is investing and creating strategic partnerships with complementary best-in-class solution providers to bring the latest technology innovations to the federal industry. Jacqueline Lampert joined Nokia’s federal division to bring awareness of Nokia’s technological innovations in 5G, private and tactical private wireless, secure IP routing and secure optical transmission to the federal government.
“We are excited to have Jacqueline join Nokia North America to spearhead marketing for our new federal solutions team,” said Mike Loomis, general manager for Nokia Federal Systems. “Jacqueline brings a creative viewpoint to the U.S. federal market and will educate stakeholders on how our industry-leading solutions can help solve the U.S. federal government’s complex network challenges.”
Why Watch

The technological needs of the federal government are ever-changing, and Nokia is committed to investing in its leading-edge technologies to meet the demands of agencies.
Lampert is focused on growing Nokia’s footprint in the federal government by forging new partnerships and expanding its thought leadership in 2022 and beyond.
“We are at an inflection point as the U.S. government seeks to deploy new 5G/6G and fixed wireless communications technology that is future-proofed,” Lampert said. “This is an exciting opportunity for Nokia to take a leadership role in the federal market, and I’m proud to be part of this new division within Nokia to expand our business across the U.S. federal market.”

Jaime Orlando
Senior Vice President of Communications, Technical Solutions Division, Huntington Ingalls Industries
Integrating a newly acquired company is never a small feat. So, when Jaime Orlando unified communications teams from Huntington Ingalls Industries and newly acquired Alion last fall, there was an overwhelming sense of achievement.
“Working alongside some of the most talented communications professionals in our industry is an honor and privilege,” she said. “Everything we accomplish is a collaborative, team effort.”
In less than a month, Orlando’s team creatively and effectively connected every new and existing employee in Alion’s division — more than 7,000 around the world — to the HII brand and helped navigate the way forward. And Orlando’s efforts during the worst of the pandemic built employee trust and drove attrition down below industry averages, added Andy Green, HII executive vice president and president of HII’s Technical Solutions Division.
“Jaime has done an incredible job of developing a sophisticated, comprehensive and modern communications strategy for our division while assembling a first-class team to get it done,” Green said. “Her efforts to drive strong communications during the integration of multiple acquisitions have earned her praise from both legacy and new team members alike.”
Why Watch
Orlando’s team launched an internal change management communications campaign called “Beyond 2022” to support continued betterment and improve engagement with an inspirational vision and multichannel targeted strategic communications to help bring clarity of expectations and build excitement across the business.
Her team is also on the eve of launching a brand refresh where all audiences will begin to see and experience a modernized visual approach to HII’s brand identity. The goal is to define the HII brand more expansively — beyond shipbuilding — and reflect the enterprise the company is today: a global engineering and defense technologies provider. Leaders say it’s all part of a larger effort to help bridge connections across various audiences that, in the end, support the nation’s freedom and security.

Jodi Chapin
Director, Marketing Communications, AT&T
With a career spanning more than 30 years at AT&T, Jodi Chapin has seen, experienced and helped lead monumental transformations in marketing and technology. Yet, the priority that has remained constant for her is focusing on the people that drive the innovation.
As director of marketing for AT&T’s public sector organization, Chapin and her team have launched a series of campaigns that elevate the experts and leaders in public sector.
“The talented executives and civil servants — and the industry experts that support them — across federal agencies, defense, state and local governments and education is extraordinary,” Chapin said. “Elevating the stories of innovation that these leaders are driving is beneficial to the entire market. Shared ideas can solve complex challenges.”
Chapin credits the publications and associations in public sector as being integral to their success.
“We have a common goal to showcase how government agencies and education institutions are embracing the promise of a return to better, not just normal,” she said. “Our shared objective is to serve the public sector and support the mission.”
Why Watch
For Chapin, this year is an exciting time for cybersecurity, advancing student success and modernizing the mission. She sees the potential to make significant strides in 2022 with federal stimulus funding and the recently signed Infrastructure Investment and Jobs Act legislation.
“Working with the public sector, we have an extraordinary opportunity to solve big challenges — from helping connect underserved communities to securing the nation’s network,” Chapin said. “Those are the stories we’ll be telling in 2022.”

Kelly Harris
Vice President of Corporate Marketing and Partner Alliances on the Executive Leadership Team, ID Technologies
Kelly Harris’ biggest recent achievement was launching the brand for the market’s only comprehensive commercial solutions for classified for enterprise product solution — Archon.
Through a creative and direct approach to marketing, Harris and her team have been able to educate consumers on CSfC and provide the best solution to solve incredibly complex mission requirements.
Harris launched a new website with a plethora of content and use cases to demonstrate value to end users, with a focus on the ability to access classified networks anywhere at any time.
“I am honored to serve the most important customer in the world and help change the way our nation is accessing information,” Harris said. “To see the impact what we’re doing has on national security is truly humbling.”
Why Watch
In 2022, Harris’ team is heavily focused on clearly redefining the company’s core capabilities. ID Technologies was recently acquired by CACI, allowing for an accelerated growth plan and providing immediate scale and market reach for ID Technologies to continue to deliver mission critical goods and services to its target market.
To keep pace with these growth requirements, Harris’ team is providing innovative sales enablement tools and clear go-to-market strategies for its team around the company’s key pillars and ever evolving ways to reach customers in a remote world. They are simplifying traditionally complex and difficult to scale solutions to drive broad adoption among federal customers.
“Kelly has done an incredible job of leading ID Technologies marketing and branding strategies,” said ID Technologies CEO Chris Oliver. “This has driven our critical mission technologies into the hands of our customer faster, and in turn accelerated our revenue growth.”

Eileen Cassidy Rivera
Vice President, Communications and Public Relations, Maximus
Eileen Cassidy Rivera is leading a new, proactive approach she said will help media, stakeholders and the public understand how Maximus helps government better serve people in a way no other government services provider can.
Her new approach was especially important as Maximus expanded beyond its business portfolio of four-plus decades to become a federal student loan servicer, beginning in late 2021. Rivera organized focus groups to hear firsthand from borrowers to better appreciate their pain points. This valuable input informed strategic messaging so Maximus could effectively and credibly communicate how it operates as a new kind of student loan servicer focused on the borrower experience.
Rivera also prioritized relationship building with the customer to ensure coordination of messaging and timing. By leveraging these relationships and insights, she created a 360-degree communications strategy to inform key audiences including the client, employees, investors, media, Congress, policymakers and advocacy groups about the new approach Maximus takes to ensure a solid student borrower experience.
“As we continue to grow as a trusted partner helping government agencies achieve success, Eileen’s extensive experience, detailed government sector understanding, and overall professionalism has drastically improved our global communications efforts,” said David M. Casey, senior vice president of government/public relations for marketing and business development at Maximus. “Eileen has an incredible natural ability to provide external stakeholders with clear, precise, and transparent information.”
Why Watch
In 2022, Rivera and her team have embarked to help customers and the public understand a unique, much-needed approach to customer experience for government services.
“No one wants to pay a ‘time tax’ when interacting with the government,” Rivera said. “Everything from long hold times, dropped calls, unanswered emails, and poor customer service, has become all too common. Private sector customer service has radically transformed from call-and-wait (and sometimes pray!) to an increasingly seamless experience leveraging state-of-the-art technology that benefits customer interactions.”

Melissa Dueñas
Senior Vice President, Chief Communications & Marketing Officer, Leidos
Increasing brand recognition and overall reputation in the GovCon market is Melissa Dueñas’ focus every day at Leidos. She oversees global marketing and communications strategies focusing on business growth, customer retention and employee and community engagement.
In 2021, Dueñas oversaw the launch of Leidos’ million-dollar campaign, “Move the Needle” Sweepstakes, designed to encourage Leidos employees to get vaccinated against COVID-19. The campaign was an important moment in the company’s response to the COVID-19 pandemic and led to Leidos being recognized as a COVID-19 Response Leader by the Washington Business Journal.
Additionally, Dueñas and her team continue to lead the company’s main philanthropic campaign “Mission for the Mind,” which addresses substance misuse and mental health challenges like anxiety, depression and suicide.
“Melissa exemplifies leadership and is well respected across our entire organization,” said Roger Krone, Leidos chairman and CEO. “She’s adept at handling complex issues, a masterful communicator and a key part of our ongoing growth and success at Leidos.”

In February, her team announced a new sponsorship deal with NASCAR’s Bubba Wallace aimed at advancing a culture of inclusion and diversity.

Patricia Davis-Muffett
Director, Global Public Sector Marketing, Google
When Tricia Davis-Muffett accepted her new role leading global public sector marketing for Google Cloud in March 2020, she never imagined she wouldn’t meet her team in person for over 18 months. In fact, maintaining a strong sense of community on her global team while achieving big things is what she’s proudest of over the last two years.
“I have always prided myself on building strong, caring teams,” she said. “You spend so much time at work. It’s important to feel not just accomplishment in your work, but also belonging.”
Google Cloud is a relatively new entrant in the public sector market, and Davis-Muffett and her team are laser-focused on showcasing the great work public sector customers are achieving using Google Cloud. This includes work by state and local governments to get vaccines out and accelerating public benefit distributions like unemployment insurance; focus by higher-education institutions on improving student success; and last summer, they launched new zero trust solutions to help federal agencies comply with President Joe Biden’s cybersecurity executive order.
To showcase this, Davis-Muffett’s team launched a new Government and Education Summit, which attracted more than 25,000 attendees in November, launched a public sector-focused blog and helped launch a public sector customer community.
Why Watch
For 2022, Davis-Muffett is excited about new solutions coming for public sector customers; the next class of research innovators; working closely with more public sector partners; and helping Lynn Martin, new vice president for public sector, make even more progress with public sector customers ready to innovate.
“I was so happy to find Tricia here as part of my team,” Martin said. “She’s among the very best marketers in this space and we are lucky to have her.”

In leading Parsons external communications and marketing team, Bryce McDevitt is proud of the function’s growth and how much it has accomplished so quickly.

Why Watch
In 2022, McDevitt and his team are focused on advancing the brand position in national security and critical infrastructure and specifically using strategic communications to increase their ability to win new business and hire the best talent. They discuss moving up the value chain as a business — communications and marketing is directly aligned to that goal.
“As leaders, we craft the vision, define the direction of the company, and how we are going to create value for our customers and stakeholders,” said Paul Decker, president of defense and intelligence at Parsons. “As the champion and steward of our brand, Bryce has a strong voice to tell our story of how we are creating the future of national security and global infrastructure to deliver a better world. He takes our story and effectively shares it with the core audiences that we want to know about our company.”

Matt McQueen
Senior Vice President & Chief Communications & Engagement Officer, Peraton
Following a year of transformational acquisitions, Matt McQueen knew Peraton needed a world-class team to tell its story, which is why the assembly and standup of the Communications and Engagement organization is one of his greatest recent achievements.
Throughout 2021, McQueen and his team successfully balanced the needs of organizational change management to inform, engage and empower employees as the company scaled from $1 billion to over $7 billion. Few executives within the leadership team have such proximity to the pulse of each sector and its people as McQueen. Thus, his team was able to develop and unveil a One Peraton story that captures its heritage and redefines national security.
“The Communications and Engagement team is at the pointy end of the spear for Peraton and conveys our unique position in the market,” said Jeremy Wensinger, Peraton chief operating officer. “Matt serves as a guidepost to ensure our efforts align with our values, mission and stakeholders.”

Pamela Merritt
Managing Director, Marketing and Communications, Accenture Federal Services
As senior managing director for marketing and communications at Accenture Federal Services, Pamela Merritt brings to life how the company helps the federal government secure the nation and make life better for millions of people.
It was a year of innovation marked by key milestones, including the company’s acquisition of Novetta and creation of the national security practice; and dedication of its St. Louis Advanced Technology Center and launch of new apprenticeship and apprentice-in-training programs that expand access to training and in-demand digital jobs.

She also noted the team will work closely with the business and outside partners to help bring new talent to the company — including veterans, military spouses and people from underrepresented communities.

This year, Duffy’s team has launched some of the first-ever external campaigns that support business growth goals, leveraging a surround sound communications approach that considers all of CACI’s audiences, and has made an impact in its customer markets.
Watching that transformation and bringing awareness to the “game-changing technology that supports our customer’s national security missions is truly the most rewarding achievement for a marketing professional,” Duffy said.
“Rachael is an exceptional marketing professional because of her unique mix of strategic vision and business alignment,” said Todd Probert, president at CACI. “Over the years, she has demonstrated just how powerful communications can be in delivering the right message to the right audience at just the right time.”
Why Watch
“Marketing is one of the areas that truly requires constant reflection and innovation to be successful and stay relevant,” Duffy said. “What worked 10, five or even two years ago doesn’t necessarily work today. If you don’t evolve and listen to the market, your brand and your organization will suffer.”
The most dynamic portfolio at CACI features technology for the multidomain digital battlefield of today and tomorrow. In 2022, Duffy and her team are heavily focused on raising awareness through compelling and creative stories about how these technologies have been leveraged for challenging customer needs.
Examples of CACI’s full-spectrum cyber, electronic warfare and CUAS solutions are protecting warfighters and critical sites and are “edge-of-your-seat” exciting, she said. Duffy and her team are looking forward to bringing everyone this kind of compelling content while remaining focused on raising CACI’s public profile on digital and social media platforms, and in thought leadership and media outlets.

Marta Czarnecki
Senior Director Strategic Marketing and Communications, NTT DATA
Connecting has been a top priority — and an important achievement — for Marta Czarnecki.
“From a marketing standpoint, we tried to meet our clients where they were, online, and we launched many programs to connect digitally with our clients,” she said. “The pandemic was very isolating. We all missed connecting with our clients, our families and friends. But we got creative as a marketing team and as individuals.”
Czarnecki said NTT DATA made it a priority to reach clients, check in on loved ones and make the best of all things virtual. She found that taking time to connect really helped mentally, and it helped with marketing efforts.
She is also proud of working with the company’s employee resource groups to promote diversity and inclusion. She worked closely with the Veterans and Employees Together ERG to raise awareness about the mental health challenges veterans face.
“I consider it a win, if our social media posts, blogs and videos helped even one person struggling with mental health challenges,” Czarnecki said.
Ricky Bunch, NTT DATA chief strategy officer for public sector, said Czarnecki has essentially built NTT DATA’s public sector marketing function.
“She has taken it from a startup to a highly performing organization with multi-channel campaigns that resonate with our clients and have helped to build a $1 billion organization,” he added.

Helle Huxley
Chief Marketing Officer, The Cadmus Group
Helle Huxley has successfully built a growth-oriented marketing and communications team that has enabled Cadmus to do more for its current clients and expand to serve new clients.
When Huxley rejoined Cadmus in September, the firm was expanding its ability to provide best-in-class services for clients through an investment from CI Capital Partners. Cadmus’ clients in the government and utilities sectors face critical points in their missions across climate, energy and resilience. Huxley built and resourced teams empowered to showcase how Cadmus can support clients through these pivotal junctures and help build a more resilient future.
Huxley rapidly matured Cadmus’ marketing to scale with organic and inorganic growth: she reorganized teams to streamline execution, invested in resources for effective marketing campaigns and devised toolkits to ensure consistency in communications around integrations and new product rollouts.
“The most important role I can play as a leader is empowering my team to meet and exceed their own goals while helping the firm grow,” Huxley said.
Why Watch
In 2022, Huxley and her team are heavily focused on telling the ever-expanding Cadmus story through press and industry presence.
Cadmus has a history of linking subject matter expertise with tech solutions. In 2022, that message will crystallize through marketing. Clients will discover how to solve critical problems with Cadmus experts and technology services, including data analytics and artificial intelligence/machine learning, business intelligence and business transformation — with more to come through R&D and M&A.
Huxley and her team are also designing a Cadmus speakers bureau elevating the firm’s unique combination of subject matter experts, technology and cross-industry experience with press and industry.
“Helle is dynamic, creative and always focused on her stakeholders’ needs as well as the Cadmus vision,” said Cadmus President and CEO Ian Kline. “She is the perfect leader to transform Cadmus’ MarCom function at this pivotal time for our firm.”

Joy Jarrett
Chief Marketing Officer, Guidehouse
Joy Jarrett’s biggest achievement with Guidehouse was the launch of the company’s brand.
“2021 was a big year for Guidehouse, and working alongside our CEO Scott McIntyre and the entire leadership team continues to be the most rewarding, inspiring and exciting work I have had the opportunity to be a part of in my career,” she said.
Jarrett and her team are just beginning to see the results of their work and the foundation laid in support of the firm’s tremendous growth and transformation, and how its platform is driving change in what the market wants from a modern, collaborative, innovative consulting partner.
Most recently, her focus and that of the marketing team has been on spearheading efforts unveiling the new Guidehouse brand; COVID-19 crisis response employee support; culture design and activation of its people through meaningful and purposeful work; and strategic growth (organically, regionally and via account-based integrated marketing campaigns) aligned to sector and enterprise priorities.
Why Watch
With 12,000 employees in over 50 locations, Guidehouse has quickly grown to a top 10 consulting firm in the U.S. and the largest consulting firm equally focused on serving the commercial clients operating in highly regulated industries and the public sector clients who regulate those industries.
In 2022, Jarrett and her team continue to position the company for further growth, greater brand and leadership awareness, and strengthened global market presence as Guidehouse redefines the consulting model of the future through work that inspires, impacts and builds trust in society.
To the market, Guidehouse is a relatively new brand name experiencing accelerated growth and client demand to address their toughest challenges. Jarrett sees this growth as validation the company’s purpose-built platform accelerates public/private partnerships to outwit the complexity clients face.
“We are in the early stages of our evolution as a disruptor, and our maturity as a new platform is exciting to share,” Jarrett said. “The potential at Guidehouse is unbound, inspired by work and talented people. We believe what we are building is meaningful, valued and unique, and I am honored to be a part of our journey.”
