    Top 20 National Security Execs to Watch in 2022: Noblis’ Rich Jacques

    If you had asked Rich Jacques about his most recent accomplishment two years ago, his answer would be much different than it is today.

    “Keeping focused and on pace with critical, fast-moving missions during a time of unprecedented and constant change has tested our agility and mental fortitude,” he said.

    The most recent accomplishment has been the successful pivot in Noblis’ business delivery model, working with clients to deliver new capabilities while leveraging a diverse talent pool that aligns to defined tasks at varying classification levels. With this, Jacques and his team refocused attention and used Noblis’ sponsored research to invest in capabilities providing immediate mission impacts and making the nation safer.

    “Noblis’ lab-to-mission approach not only delivers innovative solutions to client missions but redefines the labor mix in how we develop solutions,” Jacques said.

    This approach is gaining significant attention during a time when employees are seeking flexibility in where and how they work — a complex challenge within the national security space.  

    “As leaders, we must be creative in bringing the best technical expertise to deliver solutions that mature as they transition from lab-to-client enclaves — the reality is that fully cleared developers are limited and we must deliver faster using nontraditional methods,” Jacques said. 

    Why Watch

    In 2022, Jacques’ mission area will continue to drive investments into new client organizations, scaling technical and scientific solutions to address rapidly evolving mission use cases.

    “We are in the midst of a talent management revolution while continuing to counter national security threats, and Noblis’ research program and labs significantly help address this challenge — I am energized to be part of this journey,” he said.
