The Internal Revenue Service has tapped retired Marine Corps officer and long-time federal acquisition space expert Guy Torres as its new deputy chief procurement officer.
Before joining the IRS, Torres served as the portfolio director for Pacific Architect Engineering, managing its Department of Homeland Security portfolio.
Prior to that, he managed Northrop Grumman’s $1.2 billion technology and service support portfolio supporting DHS. In that capacity, he drove business development and capture strategies to assist Northrop Grumman with customer engagement and execution of client deliverables.
He also served as a director of IT contracting at U.S. Customs and Border Protection, managing the largest IT acquisition portfolio in the DHS for five years.
Torres is a graduate of the Capture Strategy Executive Program at the University of Chicago Booth School of Business and the Senior Executive Fellows Program at Harvard University John F. Kennedy School of Government.
