Julie Anna Barker
Chief Human Resources Officer, MANTECH
Julie Anna Barker and her HR team achieved no small feat when they launched MANTECH’s Practice Hubs, an enterprisewide network of internal tech communities and learning experiences from data and AI to cyberspace superiority and digital modernization.
“More than half of our 8,000-plus employees are now aligned to one of our Global Practice Hubs, with the remainder to be aligned in 2026,” she said. “MANTECH’s goal is to unleash the full potential of all who work here and create the next wave of technology experts supporting client missions.”
These Hubs, she said, are an industry differentiator that empowers employees to advance their learning and careers. From flexible learning paths aligned to their interests to extending their reach in knowledge and expanding their internal colleague community, Hubs help individuals, teams and MANTECH unleash potential, elevate impact and secure an edge through shared knowledge and innovation, she said.
Why Watch
“At MANTECH, we’re not just offering jobs, we’re building careers,” Barker said. “Our Practice Hub model is one of many opportunities for employees.”
Other opportunities include the company’s Total Rewards Platform and AI-powered Ask MANTECH, both of which she said advance a sense of belonging and dedication, driving greater value for all employees and making the company “the best place to work today and in the future.”
One key driver of career growth is MANTECH University, a learning and development organization, designed to propel employees’ professional journeys and the business forward. MTU provides tuition-free college, training and certifications in high-demand areas like data and AI, digital transformation and cyberspace superiority.
“MANTECH has always been a mission outcome-based national security company,” Barker said. “As a national security leader for more than 57 years, we have worked with 12 administrations and always focused on what’s best for our client – from driving technology and modernizing systems to enabling efficiencies and reducing costs. Our sweet spot: delivering at competitive rates that drive down cost, increase efficiency and modernization for our clients’ missions.”
Fun Fact: Each year, Barker competes in a 120-mile, two-day Ragnar relay race. Runners take turns completing segments before resting, refueling and running again. “We set up a tent because the race is continuous and includes night running,” she said. “It’s my fifth year, and I’m having more fun than ever.”
