    Top National Security Execs to Watch in 2024: FEMA’s Charlie Armstrong

    Charlie Armstrong, Chief Information Officer, Federal Emergency Management Agency

    Charlie Armstrong became the CIO for the Federal Emergency Management Agency in November 2022. He leads the agency’s IT systems, ensuring they support both the internal workforce and disaster recovery efforts across the country.

    Armstrong manages enterprisewide IT programs and oversees critical infrastructure, maintaining systems readiness at all times. His leadership extends to over 1,000 government and contractor employees who drive technology solutions for disaster survivors and agency operations.

    With a federal career beginning in 1983, Armstrong has held leadership roles at the Department of the Navy and the Department of Homeland Security. As CIO at Customs and Border Protection, he managed a $1.2 billion IT budget and oversaw over 2,800 employees before transitioning to private-sector roles focused on cybersecurity and cloud migration.

    Armstrong graduated from Old Dominion University with a bachelor’s in information systems and earned a master’s certificate in management from National Louis University.
