Jennifer Welham was recently promoted to ICF’s executive team to steer its new health, people and human services group of over 2,700 members. Together, they offer research, data modernization, training, technical assistance, people analytics and workforce services, improving federal health, social programs, preparedness and security. With over 30 years of experience, Welham uses her expertise in data-driven decision-making to guide this organization and propel mission outcomes for clients.
This year, the team achieved notable milestones collaborating with the Substance Abuse and Mental Health Services Agency and other entities, addressing pressing issues like suicide prevention. Specifically, the team supported the national youth suicide program evaluation and the 988 Suicide and Crisis Lifeline. The team tackled behavioral health for separated families, substance use prevention, and the revamping of agency websites for enhanced accessibility.
The team’s skills in training, technical assistance, child welfare, human trafficking and assistance to unaccompanied children help the Administration for Children and Families’ Office of Refugee Resettlement strengthen programs. The team also assists the Justice Department’s Office of Victims of Crime in delivering crucial aid to crime victims and survivors.

Team members will lead with empathy, inclusivity and expertise, using both technology and domain knowledge. The team emphasizes the importance of social determinants in health and well-being, offering holistic solutions in areas like housing, justice and education. They’ll ensure actions benefit without causing new issues. Additionally, the team is dedicated to fostering a supportive environment where members can grow and thrive at ICF.
