    Top Health Care Execs to Watch in 2023

    Steve Sousa is a Senior Vice-President for Consulting Services at CGI Federal, where he supports clients in the Department of Health and Human Services and the Department of Education.

    As demand for cybersecurity, transferability and data optimization, and improved citizen experience continues to drive federal agencies’ digital modernizations, this past year, Sousa led a team in the successful migration of a prescription drug program’s data to a cloud service, a monumental task of converting 27 terabytes of data and over a million lines of code, supporting a more efficient, streamlined and secure experience. The program benefits the over 54 million beneficiaries who depend on it to accurately process their plan enrollment and premiums; it also improves the accuracy of over $48 billion/month in payments, reducing instances of fraud, waste and abuse.

    Moreover, in 2023, Sousa’s team expanded digital transformation initiatives at two federal agencies that have critical beneficiary support and public safety missions. The first consists of a low-code platform encompassing a full range of architectural, system integration, engineering, technical, training, and program support services necessary to develop new capabilities, maintain current offerings, and enhance ongoing and future services. The second is a health-focused client where Sousa’s team supports with data extraction, transformation and loading and analysis. This project involves the process of combining data from multiple sources into a large, central repository and preparing it for storage, analytics, and machine learning.

    Leveraging his role as member of the CGI Global Council, Sousa brings global industry knowledge to deliver innovative solutions to federal clients across the healthcare spectrum. Sousa leverages that global industry knowledge to help steer CGI’s business consulting practice, empowering and informing his team so they can work alongside and in partnership with clients to tackle their most complex challenges, identifying both technical and non-technical solutions for greater operational efficiency and service delivery.

    Moreover, as the demand for transferring and sharing data becomes essential for the healthcare community, CGI became a Benefactor Member of High Level Seven International (HL7), the world’s leading organization for global health data interoperability standards. This is a strategic effort to align CGI with international standards largely adopted by the public and private sectors.

    “CGI is transforming the access to and delivery of care,” said Sousa. “We are augmenting health data interoperability and streamlining administrative processes to improve health, quality and value for clients and the greater populace.”

    An engaged member of the local community, Sousa was named to the board of Spur Local (formerly the Catalogue for Philanthropy) expanding his focus on creating a stronger, more resilient, and more equitable region by cultivating connections between residents and the nonprofits in local neighborhoods through giving and volunteering. Steve also works closely with SMYAL, a youth empowerment group, in creating pathways for LGBTQ youth to build self-confidence, develop critical life skills, and engage their peers and community through service and advocacy.
