Tommy Gardner, chief technology officer at HP Federal, has won WashingtonExec’s 2021 Chief Officer Award for Public Company CTO.

In its second year, the Chief Officer Awards luncheon was held May 27 as a virtual live-streamed program to recognize C-suite executives in both industry and government for their innovation, expertise, impact and thought leadership.

HP Federal spans U.S. federal agencies, higher education, K-12 education, state and local government customer segments, and federal systems integrators. As CTO, Gardner oversees technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.

Prior to HP, Gardner was the CTO for Jacobs Engineering, Scitor and ManTech. In the U.S. Navy, he served as the deputy for science and technology for the chief of naval research, oversaw the Navy’s Deep Submergence Program and its Advanced Technology Program, and commanded the nuclear submarine, USS San Juan (SSN 751).

Gardner has a bachelor’s degree in mechanical engineering from the U.S. Naval Academy, a master’s degree in public administration from Harvard University, a master’s degree in management of technology from MIT and a Ph.D. in energy economics from The George Washington University.
