CALIBRE Systems, Inc. has named Doug Victor to be vice president of human capital management and training, or HCT, the company announced.

The new post is a promotion for Victor, a retired senior Army officer, who joined the company in 2012 and previously worked as director of training, education and analytics for the company.

“Doug joined CALIBRE in 2012 and in a short period of time has proven to be a strong leader with a proven execution track-record,” said Tom Peitler, CALIBRE’s executive vice president and chief operating officer. “I am confident Doug’s background in Force Management and Human Capital Management coupled with his business acumen will continue HCT Division’s growth and success,”

Before joining CALIBRE, Victor served as division chief of the Force Accounting and Documentation Division and as special adviser to the deputy chief of staff for the Force Management Directorate.

In that role, he was responsible for the accurate accounting and documentation of the Army’s 1.7 million workforce requirements and authorizations.

In a career spanning more than 30 years, Victor has held various executive-level positions including division chief of the Force Management and Integration Division and Office of Institutional Army Adaptation, as well as the Army’s Force Management Engineer and Maneuver Enhancement Brigade Organization Integrator.
