Candice E. Frost’s biggest recent accomplishment was helping the Army ensure that small businesses providing products and services receive exceptional cybersecurity coverage and support from leading security experts at Nightwing. She also achieved success with the Air Force by supporting offensive cyber operations and ensuring personnel have the tradecraft needed to conduct their missions.

Fun Fact: Frost comes from a family of five generations of teachers and enjoys adjunct teaching at Georgetown University. “Building the next generation of public policy leaders who understand that cybersecurity is national security brings me great joy,” she said.

Chad Buechel
Vice President & Division Manager, Defense Enterprise IT Modernization Division within the Digital Modernization Sector, Leidos
Most recently, Chad Buechel’s team stepped in to support the Defense Department’s goal of accelerating the migration of the Defense Advanced Research Projects Agency’s IT network to the Defense Information Systems Agency’s modernized DODNet.
In less than 48 hours, they assembled a team and partnered with both DISA and DARPA to embark on a pivotal 80-day migration, proving the capabilities of DODNet and Leidos’ agility to fast-track migrations for other Defense Agencies and Field Activities. The teamwork and collaboration seen throughout the process has been described as nothing short of extraordinary, with each stakeholder — regardless of badge — stepping in to ensure mission success.
Delivering smarter outcomes that make government more efficient is core to the company’s mission. For example, Leidos protects mission-critical DOD data on “no-fail” networks essential to national security every day. The company saved the department over $645 million by identifying and implementing improvements in network cybersecurity, artificial intelligence operations and cloud use. Its work also increased network availability to 99.9% at no additional cost.

Fun Fact: Buechel was a college track and field athlete at Brown University. He still holds a school record for the steeplechase, a 3,000-meter race that combines running with obstacles, hurdles and water jumps. He was also a three-time All-Ivy Champion for indoor track — and is a die-hard Pittsburgh Steelers fan.

Clif Basnight
Vice President of Strategic Technologies, Ultra I&C
Over the past 12-18 months, Clif Basnight supported the launch of Ultra I&C’s sixth-generation family of high-capacity line-of-sight radio terminals, Orion Gen 6; the company’s latest data-centric tactical waveform, High-Throughput Mesh; and its first-ever, industry-leading troposcatter system, Archer. These products have delivered best-in-class performance demonstrations around the globe.
Aligned with the current administration’s priorities, the company designs modular solutions that build on existing product success — just as Archer was developed by leveraging the Hunter SATCOM terminals. Gabe Camarillo
Senior Vice President, Defense and Technology Solutions, KBR
Gabe Camarillo recently joined KBR after serving as the 35th under secretary of the Army. In that role, he led the development and oversaw execution of the largest military service’s $185 billion annual budget.
As chief management officer of the Army from 2022 to 2025, Camarillo led significant servicewide reforms, including a comprehensive software development and acquisition policy, foreign military sales and security assistance reform, and the signing of the Army’s first policy encouraging the use of digital engineering.

Garry Schwartz
Chief Operating Officer, HII Mission Technologies
A visionary leader shaping the future of defense technology, Garry Schwartz built a career spanning both military service and executive leadership, establishing himself as a key figure in advancing national security capabilities.
Schwartz is known for his decisive leadership and ability to navigate high-pressure situations in both the corporate and military worlds. He emphasizes the importance of bridging the gap between civilian and military collaboration for innovation, as well as leveraging disruptive technologies to transform modern warfare.

Named an industry advisory board member of the Maryland Autonomous Technologies Research Innovation and Exploration Lab and executive sponsor of HII’s Veteran Alliance Network, Schwartz continues to advance the next generation of talent shaping defense technology.
“We’re not chasing the defense innovation curve, we’re helping define it,” Schwartz said at Mission Technologies’ DefenseTech LIVE event in June. “We have a unique combination of technology and know-how, coupled with a sincere commitment to the warfighters. . . . We’re like the silent service. We’re sort of the silent defense tech people.”

Horace Blackman
Senior Vice President of Defense, Intelligence and Space, CGI
Horace Blackman’s recent work centered on two key priorities: expanding the Marine Corps Platform Integration Center more broadly across the Defense Department and incorporating capabilities from CGI’s merger with Aeyon into the company’s offerings.
The MCPIC Total Asset Visibility platform supports inventory tracking through digital tagging of mission-critical equipment, allowing system users to access real-time data by leveraging automated identification technology and Internet of Things sensors.
MCPIC now tracks over 1.1 million assets across the Navy-Marine Corps’ operating areas. CGI has incrementally improved and enhanced the system, with new features enabling a complex ecosystem of interconnected virtual platforms. MCPIC has enabled the U.S. Marine Corps to become the first military branch to pass its annual financial audit with no modifications, Blackman said.
In 2024, MCPIC implemented an interface with the Defense Property Accountability System Warehouse Module in the Consolidated Storage Program at Camp Lejeune, North Carolina. The interface automatically updates DPAS whenever an asset’s location changes, enabling a 40 percent increase in accuracy.
Also under Blackman’s leadership, CGI integrated artificial intelligence, drones and robotics into MCPIC, enabling autonomous inventory tracking.
Why Watch
The basic strategy behind MCPIC has much broader potential application, Blackman believes. He envisions a productized TAV solution that CGI can implement in other defense agencies, military organizations, civilian government agencies and even in the commercial sector.
This year will also bring more progress on CGI’s work with the Defense Intelligence Agency, developing and implementing advanced data analytics tools under a Data Transformation of Foundational Military Intelligence task order.
“We just made the first milestone with DTMI, [enabling DIA]to simplify the processing of intelligence information. It improved the speed of information analysis so leaders can make quick decisions based on actual intelligence,” he said.
CGI’s 2024 merger with Aeyon brought a new layer of AI and robotic process automation into CGI, along with Small Business Innovation Research contracts that expand the company’s contracting options.
After the merger was finalized, Blackman moved quickly to begin integrating the new technological capabilities and to take full advantage of the SBIR program. “We leveraged the SBIR as the main contract for MCPIC, and now we expect to have all the MCPIC work on SBIR through the Defense Logistics Agency by the end of June,” he said. “That’s a big, big deal for us. From a contractual perspective, we’re giving the client an ‘easy button.’”
Fun Fact: A proud George Mason University alum, Blackman spent eight years on the university’s board of visitors — a gubernatorial-appointed role — including terms as rector and vice rector. His son is currently a student, and he remains active in supporting GMU athletics. “I have the dubious distinction of holding every single leadership role on that board,” he said. The board has five standing committees and, “I was chair or vice chair of every single one of them, at one point or another.”

Jose Hidalgo
CEO/President, Frontier Technology Inc
Jose Hidalgo’s biggest recent achievement was completing FTI’s end-to-end digital data analytics ecosystem after years of work transforming the company’s business model. He said he’s especially proud of the strong interest and active discussions underway with the Space Force, Air Force and Navy around FTI’s advanced modeling and simulation, data analytics and defensive cyber solutions.

Fun Fact: Many see Hidalgo as outgoing at work, but in his personal life, he describes himself as much more reserved — “bordering boring level!”

Kenny Whitesell
Vice President, INDOPAC Strategy and Growth, Parsons Corp.
Kenny Whitesell’s biggest achievement since arriving on Oahu has been the growth and recognition of Parsons and its capabilities in INDOPACOM. Parsons has rapidly gained traction within the military, military support and contractor communities on the island, strengthening the connection between the company’s name and its products. Its physical presence — and growing recognition — demonstrate Parsons’ commitment to this consequential theater.

Fun Fact: Whitesell enjoys Hawaii’s hiking trails, but despite logging more than 4,000 hours and 1,000 arrested landings as a naval aviator, he admits he’s afraid of heights.

Kevin Heald

Matt Jones
CEO, Sigma Defense
Sigma Defense has many achievements Matt Jones said he’s extremely proud of, but the one that stands out is the successful integration of five companies into a single, cohesive organization fully aligned to deliver end-to-end CJADC2 capabilities.
Acquisitions are complex, Jones said, but the team managed to create cultural alignment across the organization while quickly and efficiently integrating benefits, payroll and technology systems under one umbrella.
“Having a team that is 100% aligned and committed to deliver exceptional results for our customer while navigating the complexities of post-acquisition integration is particularly gratifying to me,” he said.

Wanda Miller’s biggest recent achievement was helping PEO Digital implement Flank Speed Edge, the Navy’s Azure Local HCI solution designed to extend Flank Speed to the user edge. The effort brought enterprise-grade cloud capabilities and zero trust security directly to on-premises environments using Dell infrastructure.
Epoch Concepts is helping the Navy modernize operations and cut costs by delivering ready-to-deploy technology solutions under more efficient, fixed-price contracts. As a key partner on the Flank Speed Edge team, the company is bringing secure, modern tools to more than 1,000 Navy sites worldwide. The work replaces outdated systems, accelerates delivery and helps the Navy shift from slow processes to real results.

Robert A. Geckle, Jr. has served as the chairman and CEO of Airbus U.S. Space & Defense, Inc. since 2021, and leads Airbus’ defense business in the U.S.

Airbus U.S. is entering the second year of the Aerial Logistics Connector Middle Tier of Acquisition (MTA) Rapid Prototyping Program, which aims to provide the Marine Corps with aircraft prototypes that demonstrate capabilities to the warfighter through a series of operational demonstrations and experiments. The program will continue to evolve missionization over the next several years, ultimately enabling more advanced levels of autonomous flight across the Marine Corps and broader Joint Force.
