Top Cyber Execs to Watch in 2026: ICF’s Mike Boggs

Mike Boggs

Vice President, Security and Resilience, ICF

Mike Boggs’ biggest achievement is guiding ICF’s team of cyber, security and resilience professionals to adapt to and thrive in the new dynamics of the federal market.

“We stayed closely connected with clients, anticipated their needs, identified pain points early, and turned complex operational changes into growth opportunities,” he said.

Through innovation and ingenuity, Boggs and his team developed actionable solutions that helped clients address mission-critical challenges quickly and effectively. For example, they helped one federal client move an advanced analytics concept from idea to approval in just 15 days to support a merit review process, saving numerous hours for their staff while supporting a critical national security mission.

Boggs is also proud of how he and his team worked together and across ICF to achieve CMMC Level 2 certification, a major milestone toward strengthening ICF’s security posture and ensuring the company meets rigorous federal standards for protecting sensitive information.

“Mike’s leadership keeps teams aligned to client missions while executing with discipline and urgency,” said Kevin Bearden, ICF senior vice president of transformation, security and social services. “He has fostered a culture of innovation and professionalism that enables teams to solve complex challenges and deliver meaningful results. His judgment and client‑centric mindset make him a trusted leader and partner.”

In terms of aligning with the current administration’s priorities to reduce cost, streamline operations and improve government efficiency, ICF is connecting with clients, constantly. ICF understands the resource constraints they’re facing and is working closely with them to deliver practical, high-value solutions.

ICF is using agentic AI, ML, analytics and automation to boost manpower and drive operational and cost efficiencies, such as reducing the time required to process large volumes of operational data so leaders can spend less time on manual reviews and processes and more time on strategic decision-making. The company is also showing that resilience matters. Recently, when a client agency’s work was paused, ICF kept mission-critical work moving and earned strong positive feedback for helping maintain program continuity.

Why Watch

Boggs and his team are focused on operationalizing AI in practical ways for mission-critical work to help federal clients solve common workflow challenges. This includes applying machine learning and other advanced capabilities, such as ICF Fathom, a suite of agentic AI solutions, to streamline processes, reduce manual effort, accelerate analysis and empower teams to make faster, more informed decisions.

Federal clients are showing strong and growing interest in agentic and multi-agent AI solutions, Boggs said, as agencies look for secure, mission-aligned approaches to operationalizing AI without sacrificing accuracy or reliability. Those capabilities free up time and resources that organizations can redirect toward higher-priority work. He said he takes pride in leading a team that delivers practical solutions with measurable outcomes.

“No matter the challenge, they respond with grit, determination, and deep client focus, transforming evolving needs into actionable solutions and new opportunities,” Boggs said. “That commitment, professionalism, and relentless focus on client delivery are what drive our success.”

Fun fact: Boggs and his wife decompress on long motorcycle rides — his longest single-day ride clocking around 650 miles. A round trip from Springfield, Missouri, to Kansas City, he said, was exhilarating. The steak made it worth it.
