Jai Spivey is an anchor in a changing environment, supporting shifts across executive orders, RFOs and everything in between. Change is constant in acquisition, she said, and adapting positively can be challenging, especially for contracts professionals on the front line.
To support the team, Spivey helped develop RFO training sessions for each part of the Federal Acquisition Regulation. Her team also published an acquisition reform site to drive a highly communicative environment that supports learning and growth.

In 2026, Spivey and her team are focused on smart compliance, which is the constant drive for compliance in the most efficient ways possible. Sometimes that means AI is the answer. Sometimes it requires weeks of collaboration to identify the best outcome.
“A focus on smart compliance leverages what we’ve learned to find a more direct pathway to success,” she said.
Spivey said that as the whole government contracting community navigates this era of change and evolution together, the greatest thing they can do is create solutions for collaborative outcomes. As a member of the defense industrial base, Parsons provides proactive technical and acquisition recommendations to address evolving threats, changing needs and new requirements — always keeping the mission first, even when solutions are not the easiest, she said.
“This is the best team I’ve worked with in my entire career,” Spivey said. “They find answers and chase solutions.”
Fun fact: By the end of 2026, Spivey will have attended nine concerts or music festivals and seen over 20 artists. “And, honestly, I would go to more, if I had time,” she added.
