LeNaye Willis-Lloyd
Operating Executive, NewSpring Holdings Federal
Across NewSpring Holdings Federal’s three current federal platforms — C Speed, Xpect Solutions, and B/CORE — LeNaye Willis-Lloyd helps navigate critical inflection points.
She helped one platform strengthen its contracts leadership as it sharpened its technology and operational focus, guided another through a series of complex regulatory and contractual challenges, and assisted a third with executing an ambitious growth plan through due diligence, legal strategy and integration planning.
“I thrive at the intersection of strategy and execution, and I love that no two days or no two challenges are ever the same,” Willis-Lloyd said.
Andy Maner, executive chairman of NewSpring Holdings Federal, said Willis-Lloyd “represents the rarest of executives” he has seen in federal.
“Sure, she has exquisite expertise and eminence in contracts execution and management, yet she primarily leads through full knowledge of the business strategy, investment thesis and most importantly through deep, enduring relationships with people,” Maner said. “And that could be through strong mission/outcome relationships at the end customer and/or through mutual relationships with delivery leaders themselves.”
Why Watch
In 2026, Willis-Lloyd’s team is proving that contracts, compliance, governance and legal strategy are essential value creation disciplines that help companies grow, scale and deliver greater mission impact. As part of NewSpring Holdings Federal’s Value Creation Team, Willis-Lloyd said she has a special opportunity to help management teams think beyond traditional contracts and legal functions by using those disciplines to support growth strategies and create long-term enterprise value.
“It’s incredibly rewarding to contribute to building businesses that are more resilient, more scalable and better equipped to serve our government’s most demanding missions,” she said. “When our companies operate at their best, our government customers can focus on theirs.”
One of the most important ways Willis-Lloyd helps government customers operate more efficiently is by supporting the business foundation that allows NewSpring Holdings’ mission-enabled portfolio companies to innovate and execute with greater speed, confidence and accountability. By strengthening governance, compliance, contracting and post-acquisition integration, her teams reduce execution risk and enable customers to stay focused on solving their hardest national security and intelligence missions.
“What I enjoy most doesn’t come with a playbook,” she added. “I’ve learned that the biggest ideas and the most interesting opportunities are usually found in the gray.”
Fun fact: Willis-Lloyd leads the Howard University Men’s Soccer Booster Club, although it all started as an occasionally rowdy soccer mom cheering on her two sons — one being a former player and one now a current player in Howard’s NCAA Division I men’s soccer program. Along the way, Willis-Lloyd fell in love with the incredible community the team creates, bringing together 26 student-athletes from across the U.S. and other countries including Canada, Greece, Ukraine, Bermuda and Grenada. “They are remarkable young men who are talented, funny and genuinely supportive of one another, and it has been a privilege to support them and their families both on and off the field,” she said.
