Karolyn Gardner brings a multifaceted approach to her role that involves strengthening ICF’s contracts, procurement and pricing teams to continue to serve as strong strategic partners in client delivery.
Her team closely aligns their mission, goals and ways of working with ICF’s broader modernization efforts to improve efficiency, support growth and help delivery teams respond faster to evolving client needs. They are also preparing to implement new vendor management and contract lifecycle management systems that will accelerate decision-making and provide the agility, visibility and insight needed to deliver critical services to clients more effectively.
ICF Senior Vice President of Corporate Operations, Eric Hudgens, said Gardner has transformed her team into strategic business partners.

They are adopting new technologies, redesigning processes, and deploying AI-powered tools across request-to-contract, procure-to-pay, and contract lifecycle management to accelerate execution and streamline client delivery.
This smarter operating model will empower teams to anticipate client needs, adapt as priorities evolve, and deliver stronger mission outcomes, she said.
“I’m incredibly proud of how my team is navigating a period of significant change impacting the contracting profession, from the Revolutionary FAR Overhaul to new AI technology,” Gardner said. “They’re not only maintaining the high-quality support our business partners expect, but taking the initiative to explore new technologies, develop new tools and share innovations that help the entire team work smarter.
Gardner said her role is to provide clear direction, keep the team motivated and empower them to turn change into meaningful, lasting impact. She’s also helping government customers operate more efficiently by strengthening collaboration at a time when the federal procurement process and the relationship between agencies and contractors are rapidly evolving.
“Through my involvement with the WashingtonExec Contracts Council, National Contract Management Association, and Professional Services Council, I help create opportunities for government leaders to communicate changing priorities and clarify what they need from industry,” she said. “This dialogue enables contractors to deliver solutions that are better aligned with agency needs, helping clients acquire critical capabilities faster, improve efficiency, and achieve measurable results.”
