In November 2025, Lea Alice Parker led the reorganization of Accenture Federal Services’ subcontract management and procurement group. She is using her 15-plus years of program manager delivery experience at Accenture Federal to simplify corporate functions through people and organization changes, business process improvements, and technical automation.
Most recently, her team improved their IDIQ subcontract agreement template to decrease time-to-award by simplifying negotiation of terms and conditions in over 20 areas typically negotiated.

Why Watch
In 2026-2027, Parker’s team is heavily focused on implementing a supplier source and procure portal to digitize their end-to-end business processes. By automating interactions with suppliers and Accenture Federal program teams, they can complete subcontracts and procurements faster, leading to improved delivery to their government customers.
Parker focuses first on business process improvements and then on automation through various technologies; her team has recently created seven different AI toolsets that are being used in daily processing. She is also helping Accenture’s government customers operate more efficiently through consolidating subcontractor companies on each program to drive standardization and cost savings. Her team has streamlined Accenture Federal’s Federal Contractor Exchange recommended suppliers to also staff critical roles faster.
“I am amazed at the dedication my team has shown over the past year to continue delivering successfully for our customers,” Parker said. “They go above and beyond their day-to-day job responsibilities by continually implementing changes like the 25-plus improvement initiatives we have completed in the last six months.”
Fun fact: Parker loves flower arranging and gardening since flowers make everyone smile. She stays busy with both as part of two Arlington, Virginia, organizations: St. Mary’s Episcopal Church Flower Guild and Rock Spring Garden Club. She especially enjoys volunteering monthly at Tuckahoe Elementary School to teach second graders through different gardening activities.
