Amy Foy’s greatest recent achievement was leading Nightwing’s contracts and supply chain teams through a complex separation and divestiture from the legacy business while keeping customers, employees and the mission front and center.
In less than four months, her team novated contracts with four major customers, built an indirect and strategic sourcing organization to preserve Nightwing’s competitive edge and established a new infrastructure of policies, processes and tools while driving execution, customer satisfaction and pipeline growth.
As a services business where time and cost matter, Nightwing is in lockstep with the current administration’s priorities. The company’s transformation over the last year — from a people, process and tools perspective — has been fully aligned with a focus on efficiency and improving operations, while still quickly and compliantly providing its capabilities to support the mission.

In 2025, as a standalone company, Nightwing and its contracts and supply chain team focused on building new systems, policies and processes to support the business while exiting transition services agreements with the legacy organization. During the first half of the year, the team streamlined processes, finalized system requirements and prepared employees and vendors for a new ERP system, which was deployed in record time. With the system now live, the team is driving additional efficiencies through new enhancements to meet customer and business needs.
“For me, success is about my team–seeing them grow, advance, and drive our organization to the next level,” Foy said. “I am very fortunate to work with a talented and hardworking team and extremely proud of how they have balanced the dynamics of the current environment and the demands of a divestiture, all while providing excellent support and services to our customers and suppliers, transforming our company, and standing up a brand-new business.”
Fun Fact: Thanks to her dad and brother, Foy developed a love of sports at a young age and once dreamed of becoming a sideline sports reporter. Today, she’s still on the sidelines, coaching and cheering at her kids’ games.

Heather M. Gerczak
Chief Administrative Officer, Integral Federal, Inc.
Heather M. Gerczak’s biggest recent achievement was serving as NCMA board chair for program year 2025. As one of the youngest individuals to hold that role, she said it was important to honor the heritage and evolution of the contract management profession while embracing modern advancements. Serving as board chair stands out as a major professional milestone that reflects her commitment to elevating the profession.

JoAnne Dukeshire
Senior Vice President, Business Enablement, Arcfield
With more than two decades of expertise in federal and state government contracting, JoAnne Dukeshire has established herself as a transformative leader in the industry. And her efforts at Arcfield have not gone unnoticed.
Currently serving as the senior vice president of business enablement at Arcfield, Dukeshire has accomplished significant milestones in a short time. Under her leadership, she implemented automation initiatives that streamline workflows and enhance data integration across key functions, including pricing, supply chain, contracts, property and trade compliance. Since assuming her role in late 2023, she also led efforts to prepare the organization for rigorous government system reviews, ensuring compliance while enhancing customer engagement through more efficient and responsive processes.

Fun Fact: In her spare time, Dukeshire likes to attend live music concerts. She even started taking her 5-year-old, Violet, to some, including the Linda Lindas concert this summer.

John Gerbracht
Vice President of Contracts, HII Mission Technologies
With three decades of experience in federal and commercial contracting, John Gerbracht is widely recognized, not only for his operational expertise, but for his strategic foresight and ability to lead through transformation. In a year defined by sweeping acquisition reform, he’s guiding HII through one of the most disruptive and consequential shifts in government procurement in recent history.
Gerbracht’s leadership spans the full lifecycle of contracts — from proposal development to closeout — but his true impact lies in how he’s preparing the business to thrive in a radically changing environment. Under his direction, HII has taken a proactive stance on acquisition reform, forming a tiger team that meets regularly to track regulatory changes, interpret executive directives and implement strategic responses across the enterprise.

Ken Logerwell
Director of Contracts, ECS
This year marks Ken Logerwell’s 30th work anniversary in the contract management field. His biggest achievements revolve around witnessing and contributing to the professional growth of his teammates and colleagues over the years. He has prioritized giving back to those navigating their way through the profession and says he has been fortunate to work with exceptionally talented people and enjoys seeing them succeed.
As ECS continues to work closely with external customers, Logerwell and his team are finding new opportunities to demonstrate the value of ECS’ solutions and enable the work of its delivery teams.
“Ken is the kind of leader every organization needs: collaborative, forward-thinking, and always focused on the mission,” said John Roman, vice president of contracts and procurement at ECS. “His team’s agility and adaptability have been instrumental in helping our customers leverage innovative procurement solutions, in turn helping them access ECS’ full suite of game-changing technology solutions.”

Logerwell’s team continues to focus on elevating its role and demonstrating its value to the larger organization through business acumen, relationships and contracting expertise. The team has remained resilient and adaptive in a rapidly changing environment, including partnering with the government to find innovative acquisition solutions that deliver the best outcomes for customers.
Those solutions include the use of Commercial Solutions Opening, Other Transaction Authority and streamlined regulations available through the ongoing Revolutionary FAR Overhaul. ECS is also leveraging its tools and capabilities to strengthen internal procedures and expand customer offerings.
The focus of Logerwell’s career has been partnering with the General Services Administration and serving as an advocate for its contract portfolios and service offerings. Through roles such as co-chair of the Industry Partner Council, he has collaborated with GSA as the organization evolves to address government priorities.
“The contract management profession is essentially a relationship-based profession,” he said. “We succeed by establishing and maintaining productive relationships between the contracting parties, then working toward the best outcomes for all involved.”
Fun Fact: Logerwell has played guitar since age 12 and remains active in live performance and recording projects. His band, Two for the Road, can be seen performing live throughout the DMV area.

Linda J. Asher
Senior Vice President & Head of Contracts, Procurement, and Pricing, Booz Allen Hamilton
As government procurement directives emphasize efficiency and mission outcomes, Linda Asher ensures Booz Allen and its federal customers stay ahead of the curve.
“I’m proud of Booz Allen’s leadership role in modernizing procurement, especially in leveraging advanced technologies like AI to accelerate critical mission results,” Asher said. “Integrating AI into our contracting and acquisition systems is a game-changer, delivering resilience, speed, and new efficiencies to defense and civilian missions alike.”
According to Asher, AI offers numerous advantages in contracts, procurement and pricing — including faster data processing, improved accuracy and enhanced business intelligence for decision-making and risk management. She and her team are exploring new ways to leverage AI to eliminate or minimize repetitive tasks and administrative burdens. AI-enabled acquisition professionals can leverage these system enhancements to gain more flexibility and apply the full breadth of their expertise to interpret trends and patterns, build relationships, strategize for outcomes and deliver faster results.
“Linda does a tremendous job leveraging Booz Allen customer-facing capabilities such as AI to help us bring innovative tools into the fold,” said Jen Wagner, chief administrative officer at Booz Allen. “Her vision, passion and dedication benefit not only the Contracts professionals but makes a significant impact on those carrying out important customer missions.”

In collaboration with Booz Allen’s technology leaders, Asher is currently deep in systems transformation —implementing both Contract Lifecycle Management and Supply Chain Management systems as part of the company’s IT modernization program. She is also heavily invested in driving the adoption of outcomes-based contracting, shifting focus from inputs and tasks to outcomes and measurable results. This approach fosters closer, more productive partnerships between public and private sectors.
“With technology evolving so rapidly, collaboration between government and industry is more critical than ever,” Asher noted. “Outcomes-based contracting strengthens those partnerships—bringing innovative technology to missions at speed and scale, accelerating results, and helping to keep America safe and secure.”

Lisa Lax
Vice President, Contracts and Acquisition Management Office, GDIT
Lisa Lax acknowledges this has been a particularly challenging time for the acquisition community and her own program teams, and she is proud her group has served as a source of knowledge and guidance to help them move forward. She emphasizes the importance of being strong partners to counterparts within customer organizations, a role her team has fulfilled in 2025 when they were needed most.
At a time when GDIT’s customers and the administration are looking to proven technology to solve mission challenges more quickly and cost-effectively, GDIT is demonstrating it can deliver. The technology capabilities the company has built — across AI, cloud, cyber and mission software — and its focus on delivering real outcomes through increased efficiency and impact will help the government achieve its objectives across priority missions.
“One principle I firmly believe in within the fast-paced IT services industry is this: your Contracts team can either make or break you,” said Amy Gilliland, president of GDIT. “I am proud to say that the GDIT Contracts & Acquisition Management Office (CAMO) has undeniably made us—sharper, more competitive, and more rigorous as a company. Lax’s team will remain proactive and agile in a dynamic environment. She says that is their value to the business, but constant change puts pressure on the team. Her focus is on making sure they are appreciated, recognized and supported.
“A great leader does not just celebrate their team’s successes but recognizes the courage of those members who were brave enough to have tried something and failed,” Lax said. “Their failure could lead to your team’s most important successes.”
Fun Fact: Lax loves Disney World vacations. When her children were little, she took them to Mickey’s Not-So-Scary Halloween Party and repeated the experience in 2023 with them and her two grandchildren. More surprising has been her ability to arrange multiple visits over the years with more than 25 family members.

Matt Walter
Vice President of Contracts & Subcontracts, MANTECH
Matt Walter said MANTECH’s biggest recent achievement has been leveraging artificial intelligence and machine learning to streamline processes that were once manual.
The company automated many subcontracting processes and streamlined teaming agreements, modifications, document generation, reporting and approval processes, driving efficiencies and savings for government clients.
“We have been working closely with GSA on several initiatives the past several months,” Walter said. “MANTECH’s goal has always been to be a trusted advisor at the center of supporting all of our clients’ most critical missions.”
Fun Fact: For the past several years, Walter has treated himself to an overseas trip each year on his birthday. So far, he has visited Rome, Naples, London, the Amalfi Coast and Montreal. This year, he’s going to Tuscany and Florence and then on to Munich for Oktoberfest.

Sandy Hinzman
Senior Vice President, Business Enablement, SAIC
Sandy Hinzman’s biggest recent achievement was continually fostering cohesive acquisition teams that collaborate seamlessly to support the enterprise’s strategic goals. Her team places a strong emphasis on job rotations to enhance and broaden career development opportunities, as well as integrating intern talent to invigorate the organization.
SAIC collaborates with its customers to evaluate portfolios and enhance government efficiency. The company’s model combines mission experience, technical expertise and a strong industrial partner ecosystem to drive mission-critical operations.

In 2025 and beyond, Hinzman and her team will be focused on keeping informed about the evolving federal acquisition landscape and assisting customers in streamlining contracting methods, particularly in the transition to outcome-based contracting. Fun Fact: Growing up as the youngest of 11 children, Hinzman learned that hard work and discipline are keys to success, while maintaining a humble and grateful attitude. The dynamic family environment taught her cooperation, adaptability and resourcefulness. These experiences shaped her values and approach, fostering empathy and a strong work ethic.

Karolyn Gardner
Senior Vice President, Contracts and Pricing, ICF
Karolyn Gardner’s biggest recent achievement was streamlining the contracts, procurement and pricing team at ICF, organizing staff in these professional roles under one cohesive leadership structure that creates maximum efficiency and results for the company. Her team has deep relationships across markets with internal stakeholders, clients and suppliers, and is trusted for its expertise in contracts, procurement and pricing support.
For many contractors, 2025 started as a dynamic year with fluctuating client demands. During each shift in the market, Gardner’s team has leaned into its relationships and team structure to bolster ICF’s success. Their high-impact performance makes her proud.
At ICF, the priority is to provide clients with efficient and effective solutions. The company invested in technological training for employees to strengthen their ability to serve clients. Most recently, ICF introduced ICF Fathom to the U.S. federal market as a strategic response to the growing demand for artificial intelligence-driven efficiency and the push for automation, cost savings and measurable outcomes in government operations.

At the same time, ICF continues to invest in training, developing staff skills and implementing cross-training to support not only federal but also state, local and commercial markets. This approach will allow teams to be more nimble and to support one another as demand surges and growth occur across different markets. Gardner’s team remains committed to sustaining ICF’s growth momentum in its priority markets and evolving alongside federal requirements.
Fun Fact: Gardner finds the most reward in mentoring staff and watching them grow professionally. She values seeing interns develop into impactful team members and senior staff refine their skills to become leaders in their own right.

Laurell Aiton
Chief Administrative Officer, SMX
Laurell Aiton’s biggest recent achievement was leading her team’s response to GSA FSA’s review of federal spending. Building on SMX’s mantra of “sell outcomes, not hours,” they pushed for a shift to a firm fixed price delivery model that cut cost and risk while improving quality, scalability, security, reliability and speed.
“Despite the impact of government cost-cutting initiatives in 2025, we successfully redeployed much of our affected talent through strong collaboration between our Talent Acquisition team and engaged program managers,” Aiton said.
SMX aligns with current administration priorities by delivering commercial solutions to DOD clients that save hundreds of millions through contractor-owned intelligence systems and analysis. Most contracts focus on mission execution over advisory work, with performance-based elements that reduce cost, streamline operations and improve efficiency.
“Laurell’s teams continue to contribute significantly to SMX’s success,” said Peter LaMontagne, SMX CEO. “Her broad portfolio, from talent acquisition to acquisition benefits integration plus security, contracts, and facilities, Laurell’s executive leadership in these critical areas makes her a highly valued executive on my team.”

Fun Fact: Aiton completed the Disney Dopey Challenge, which involves four consecutive days of races-a 5K, 10K, half marathon and full marathon, totaling 48.6 miles. Completing this endurance event was both physically and mentally rewarding. “I’m also a proud new grandmother, affectionately known as ‘Lovey,'” she said.

Bindi Patel
Vice President of Contracts & Procurement & Corporate Risk Officer, ENSCO, Inc
Bindi Patel’s biggest recent achievement was leading the contracts team to become a more valued resource within the organization by strengthening collaboration with internal stakeholders and customers. She said she’s proud of how the team consistently tackles complex challenges with creativity and discipline, earning trust that directly contributes to program and business growth.
ENSCO is embedding these priorities into its operations through modernization, integration and a sharp focus on mission outcomes. Its Contracts & Procurement team is driving initiatives to eliminate bottlenecks, accelerate program starts and lower administrative costs — helping government customers move faster, spend smarter and deliver greater impact.
“Bindi has built an increasingly efficient and effective contracts team,” said Jeff Stevens, president of ENSCO, Inc. “Her leadership has played a pivotal role in helping ENSCO meet critical deadlines, improve program execution, and provide outstanding service for our government partners.”

Since stepping into her expanded leadership role at CACI in 2024, a key focus for Amanda Christian this year has been staying in lockstep with the current administration’s priorities to drive efficiencies without compromising our nation’s security.
