Dr. Mark Flugge leads CGI Federal’s Sustainability and Climate Change Practice, partnering with agencies to meet their sustainability requirements as detailed in Executive Order 14057 and the accompanying Federal Sustainability Plan.
Flugge said achieving sustainability and addressing climate change is everyone’s responsibility.
“Making measurable improvements in federal operations requires a collaborative, whole-of-government approach,” he said.
Flugge proselytizes the need for federal leaders across mission and operational domains to bring their expertise to the table. He emphasized the importance of federal operational leaders in a recent panel at the AGA National Leadership Training titled “Sustainability Playbook for Finance, Budgeting and Procurement.”
Since joining CGI Federal in 2022, Flugge has played a key role in advancing the company’s net-zero commitments. Collaborating closely with CGI Federal’s Environmental, Social and Governance business partner team, he spearheads efforts to embed sustainability across the company’s operations, from workflows to procurement. Thanks to their dedication, CGI’s sustainable practices have earned recognition in the top 1% globally by EcoVadis for two consecutive years.

Right now, Chief Sustainability Officers need to connect across the agency and work closely with the rest of the C-Suite to put detailed implementation plans in place that will make a material impact.”
Flugge remains influential in the market, actively engaging with industry associations. He’s deeply involved with the newly formed ACT-IAC Climate Change Community of Interest and recently was industry co-chair for the second annual ACT-IAC Climate Change Summit.
