Todd Harbour’s biggest recent achievement was leading the development of a data engineering solution that streamlines the data lifecycle for federal customers. Knowing analysts spend 80% of their time on prep and only 20% on insights, he and his team set out to reverse that. The result: a scalable, secure and customizable tool that quickly turns raw data into a strategic asset — and forms the core of a soon-to-be-announced commercial product.

In 2025, Harbour’s team at The Forge, Core4ce’s innovation incubator, is building AI-powered business apps to streamline corporate workflows and support federal missions. Their work improves efficiency across proposal development, automates capability matching to government opportunities and uses an AI agent to align talent with the right customer contracts.

Fun Fact: Harbour has written four books on strategic data leadership and spent his career helping the government understand the true value of data. He also climbed Mount Kilimanjaro.
