Zhenia Klevitsky has led ITC Federal’s growth strategy through a wave of major federal pursuits in 2026, including positions on several vehicles, plus a Financial Management QSMO designation on ITC’s General Services Administration schedule that narrows the field of competitors for future work.

She is evolving ITC’s growth processes to compete as a mid-tier by tightening the front end of ITC’s business development lifecycle, sharpening the qualify/pursue gates so the team commits capture resources only to opportunities where ITC has a real, provable path to win. The result is a leaner, better-qualified pipeline.

“A year after bringing Zhenia on board, her strategic insight, forward-thinking leadership, and deep mid-tier market experience have helped shape ITC’s growth, expanding its capabilities and markets as the company continues building toward a full-and-open prime contractor position,” said Greg Fitzgerald, CEO of ITC Federal.

One key way Klevitsky is helping government customers operate more efficiently is by encouraging agencies to embed AI directly into existing mission workflows and tie it to real operational decisions rather than deploying AI as a side initiative. This way, tools deliver measurable efficiency gains agencies can trust.

She also emphasizes getting data governance and enterprise architecture right first, arguing that agencies must “move slow” with data before they can safely “move fast” into AI.

Why Watch 

In 2026, Klevitsky and her team are focused on scaling ITC’s growth engine as a mid-tier competitor, converting new vehicle positions like SHIELD and SEWP VI into task-order wins rather than treating them as trophies.

She’s streamlining the front end of the BD lifecycle, from sharper qualify/pursue gates to a more disciplined capture-to-proposal handoff, so the team competes selectively instead of trying to out-resource larger primes. She’s also closely tracking acquisition and regulatory shifts, including FAR overhaul activity, that will shape how contractors compete.

A particular life philosophy helps Klevitsky succeed at work and beyond.

“Going through hardships in life just makes how you work and lead feel different — it changes your perspective. You know how to deal with difficult situations. You take them head-on,” Klevitsky said.

Fun fact: Klevitsky is an avid cave scuba diver, drawn to the discipline, precision and calm under pressure the sport demands. She also swam competitively growing up and still coaches from the sidelines. Both of her kids are swimmers, and she’s known to break down their technique like a coach at every meet.
