Victor Foulk led CGI Federal through a decisive leap from generative to agentic AI over the past year, solidifying the company’s position as a leading innovator for the federal government. With the AI era maturing and the quantum computing era evolving, Foulk is an instrumental leader in keeping his teams and his clients ahead of a market reshaping itself in real time.
Chief among his recent accomplishments is leading the creation of CGI Yukon, a digital workforce accelerator that enables CGI Federal to “deliver IT modernization at superhuman speed with superhuman quality and governance,” as Foulk describes it.
Leveraging Yukon, CGI Federal teams are deploying hyper-modernization cells across federal agencies to tackle massive backlogs of legacy applications. With an average 78% of the federal IT budget going to operations and maintenance of existing systems rather than modernization, tools that significantly reduce cost and accelerate completion are essential to mission continuity.
In one engagement Foulk cites, an agency with nearly 200 inherited enterprise applications had little realistic hope of modernizing within available personnel and budget constraints. Through Yukon, CGI Federal is providing that agency with a scalable, high-velocity modernization model that transforms legacy technology debt into mission possibility.
Foulk’s team has applied agentic AI in high-stakes oversight environments as well, including a regulatory agency where analysts triage hundreds of complaints each day. There, agentic AI rapidly and accurately parses massive amounts of unstructured data and then proactively analyzes and correlates, freeing human experts to focus on judgment and action rather than intake.
This work reflects a broader philosophy Foulk has championed: mature AI adoption requires more than models. It requires a disciplined ecosystem of governance, data readiness, workforce enablement and reusable patterns that scale across missions.
