NTT DATA Taps Horace Blackman to Lead Federal Business

NTT DATA has appointed Horace Blackman to lead its federal business.

In this role, Blackman will lead strategic growth initiatives with a focus on client delivery excellence. He will ensure agencies receive mission-centered secure cloud modernization, AI-enabled solutions and digital transformation capabilities.

He brings over 20 years of experience driving digital transformation, modernizing mission‑critical systems and advancing strategic growth across the marketplace to the role.

We’re confident that under his leadership, NTT DATA Federal will drive innovation, enhance client outcomes and continue delivering reliable solutions for government agencies.”

Blackman most recently served as senior vice president and business unit leader at CGI Federal, where he led the defense, intelligence and space business unit. He also oversaw strategy development and the delivery of advanced IT solutions to national security customers.

Prior to CGI, Blackman held leadership positions at the Department of Veterans Affairs, Leidos, Lockheed Martin and Edifecs. He also has early experience advancing digital services and enterprise modernization efforts, serves in governance and community leadership roles, and was appointed to the George Mason University board of visitors.
