Rachelle Henderson, Chief Information Officer, U.S. Immigration and Customs Enforcement
Rachelle Henderson oversees the Office of the Chief Information Officer at U.S. Immigration and Customs Enforcement, providing essential IT services to support the missions of both ICE and the Department of Homeland Security. Her leadership has modernized critical IT systems, strengthened IT management practices and enhanced the agency’s cybersecurity posture.
Henderson started her career as a software developer at the State Department before taking on technical and leadership roles at the U.S. Customs Service. Following the establishment of Customs and Border Protection, she led the modernization of IT systems for the U.S. Border Patrol and Air and Marine Operations. Later, as a regional director, she supported IT and tactical communications technology in Arizona and Texas for frontline officers.
In her role as executive director for border enforcement and management systems, she managed over 120 federal employees and 520 contractors with an annual budget of over $150 million. Henderson also led the development of the Unified Immigration Portal, a critical project for DHS.
