Recently elevated to lead the National Security and Justice business unit at CGI Federal, Clay Goldwein has spearheaded IT modernization projects on behalf of federal clients for much of his 28-year career.
In the past year, Goldwein’s team was selected for the Justice Department’s Unified Financial Management System contract, a single-award blanket purchase agreement with a $250 million ceiling. Under UFMS, the team will operate, manage and maintain enterprisewide systems supporting business processes at DOJ.
Goldwein’s team also received the DHS Enterprise Financial Management Software IDIQ and Enterprise Financial System Integrator BPA awards. These two vehicles have over $1 billion in ceiling and will allow CGI to support the Department of Homeland Security as it selects and implement next-generation systems.
“My team is invested and committed to working with our federal government partners on their modernization journeys,” Goldwein said. “By leveraging our IT capabilities and expertise, grown through other successful modernization of large-scale systems at federal agencies, these agencies will operate in more secure environments in support of their critical mission – protecting the American people.”

This year, Goldwein’s team is focused on advancing IT modernization projects to continue support for client missions. These projects include DevSecOps in support of the integration process at U.S. Citizenship and Immigration Services, as well as cloud and cybersecurity for the Cybersecurity and Infrastructure Security Agency.
A strong advocate for an inclusive workplace, Goldwein is also focused on advancing CGI’s DE&I initiatives by hosting companywide discussions. Last year, he led a session on “Adopting an Inclusion Mindset at Work,” focused on CGI’s commitment to recruiting and hiring a diverse workforce.
