Consulting and digital services provider ICF has made several executive appointments including James Morgan as chief of business operations and Bettina Welsh as chief financial officer, effective Feb. 29.

Previously the CFO, Morgan will lead business operations and transformation in a newly created role. He will oversee ICF’s new acquisition integration office and redesigned project management office. Morgan will also continue overseeing M&A, contracts, procurement and administration and corporate IT.
Before joining ICF in 2012, Morgan was executive vice president and chief financial officer of Serco, Inc. He also spent 18 years with Science Applications International Corp.
Welsh joined ICF in September 2019 after a 17-year career at SAIC and Leidos. She came to ICF from LMI, where she served as CFO. Welsh also spent 13 years with PwC Office of Government Services, leading domestic and international government modernization projects.
ICF has also named Executive Vice President Sergio Ostria as head of new client services and innovation team. Anne Choate, senior vice president, takes over as head of ICF’s energy, environment and infrastructure business.
