    Navteca’s Hector Collazo on Why Technical Roots Make Better Leaders

    Hector Collazo started his career as an engineer, building and implementing technology solutions for mission-driven environments before moving into strategy and leadership roles. That technical foundation shaped how he approaches problems — practically, with a focus on operational impact.

    Over time, his responsibilities expanded beyond technology delivery into broader organizational strategy, eventually leading him to his current role as president of Navteca, where he oversees the company’s direction, growth and mission execution. His work has included supporting government partners like NASA, and he’s carried a personal connection to that kind of mission-critical work throughout his career.

    In this Q&A, he talks about his path from engineer to executive, Navteca’s focus on AI and emerging technologies, and how the company is helping government partners navigate modernization while maintaining security and compliance.

    Can you provide a brief overview of your professional background and career progression? 

    My career began on the technical side of the industry as an engineer, where I focused on building and implementing technology solutions that supported mission driven environments. Working directly with systems and infrastructure gave me a strong foundation in how technology can solve real operational challenges.

    As my career progressed, I moved into leadership roles where I was responsible not only for technology delivery but also for strategy, architecture, and team development. Eventually I served as Chief Technology Officer, where I led technical strategy, innovation initiatives, and large scale technology implementations supporting government and commercial clients.

    Over time my role expanded beyond technology leadership into broader organizational strategy and operations. That progression ultimately led me to my current role as President of Navteca, where I focus on guiding the company’s overall direction, growth strategy, and mission execution while continuing to ensure technology remains a core driver of innovation and value for our clients.

    Why was this the path you chose, and how influential was it to your career?

    Technology has always been a powerful tool for solving complex problems, particularly in mission focused environments like government contracting. Starting my career as an engineer allowed me to understand challenges at a very practical level and develop solutions that directly impact operations and mission outcomes.

    As I moved into leadership roles, I realized that the ability to combine technical expertise with strategic thinking can have a much broader impact. That realization heavily influenced my career path. It allowed me to transition from building individual solutions to helping shape the long term technology and business strategies that support entire organizations.

    Do you have a personal connection to the current mission you support?

    Yes. One of the most meaningful aspects of my career has been the opportunity to support missions that directly contribute to our nation’s advancement and security. Through our work with government partners, including organizations like NASA, I have had the privilege of seeing firsthand how technology, innovation, and collaboration can support some of the most important missions in the country.

    Knowing that the work we do contributes to scientific discovery, national capabilities, and the broader mission of serving our nation creates a strong personal connection to the work. It reinforces the importance of delivering solutions that are reliable, innovative, and mission focused. For me, supporting these efforts is not just about technology or business growth. It is about contributing in a meaningful way to organizations that are pushing the boundaries of exploration and helping strengthen our nation’s future.

    What are your current top priorities and responsibilities? How do these relate to your company’s overall mission or growth strategy?

    As President of Navteca, my top priorities focus on driving strategic growth, strengthening operational excellence, and ensuring our teams are positioned to deliver innovative solutions that address evolving mission needs. A key area of focus is advancing our capabilities in emerging technologies, particularly artificial intelligence, and identifying ways AI can be responsibly integrated to improve efficiency, decision making, and mission outcomes for our customers.

    At the same time, we continue to prioritize building strong internal processes, investing in our technical teams, and maintaining a disciplined approach to governance and compliance. These efforts support Navteca’s broader growth strategy by ensuring that we can scale responsibly while continuing to deliver forward thinking technology solutions that align with the long term needs of our government partners.

    Where do you and your team see growth opportunities in your current field or portfolio you support, or what do you anticipate to be your customers’ top pain points?

    Across the government contracting landscape, organizations are facing rapidly evolving technology requirements alongside increasing regulatory and cybersecurity expectations. Many agencies and partners are working to modernize legacy systems while also ensuring security, compliance, and scalability.

    This creates significant opportunities for companies that can combine technical expertise with strong operational frameworks. Our customers are often looking for partners who can help them navigate modernization efforts while maintaining reliability and compliance with federal standards.

    How are you and your team planning to address or prepare for these opportunities?

    Preparation begins with investing in both people and processes. At Navteca we focus on building strong technical teams while also implementing structured frameworks that support governance, security, and operational maturity.

    We also emphasize continuous improvement across the organization, ensuring that our capabilities evolve alongside the needs of our customers. By aligning technology innovation with disciplined operational practices, we position ourselves to support both current mission needs and future growth opportunities.

    How important is mentorship and networking in GovCon? Were they influential to your career?

    Mentorship and networking are incredibly important in the GovCon space. The industry is highly collaborative, and the ability to learn from others who have navigated similar challenges can be invaluable.

    Throughout my career, mentorship has played a meaningful role in helping me expand my perspective and grow as a leader. At the same time, networking within the industry helps build partnerships and relationships that often lead to new opportunities and shared innovation.

    What is something most people do not know about you personally?

    One thing many people may not know about me is that I enjoy continuously exploring emerging technologies and new ideas outside of work as well. Whether it involves learning about new technical trends or studying different leadership approaches, I believe curiosity and lifelong learning are essential qualities for both personal and professional growth.
