The scope of China’s state-backed campaign to steal U.S. intellectual property is coming into sharper focus, with long-term consequences for national security, economic competitiveness and global power dynamics outlined in a new book.
Executive leaders gathered Jan. 22 for the launch of “The Great Heist: China’s Epic Campaign to Steal America’s Secrets” by David Shedd and Andrew Badger, which details how the Chinese Communist Party carried out the largest-scale theft of intellectual property, technology and data in history, reshaping the global balance of power and the geopolitical landscape for decades to come.
Organized by WashingtonExec and presented by Noblis, the event brought over 60 attendees to the International Country Club in Fairfax, Virginia. Among the GovCon leaders in attendance was Noblis President and CEO Mile Corrigan.

“It was a privilege to gather with colleagues and partners for such a meaningful conversation with David Shedd,” she said. “His perspective on the evolving national security landscape resonates deeply with the work we do at Noblis. Thank you to everyone who joined us for what was truly an engaging and thought-provoking evening.”
Shedd served over three decades in the U.S. government, culminating in his appointment as acting director of the Defense Intelligence Agency in 2014 after four years as deputy director. In that role, he led the Defense Intelligence Enterprise, overseeing over 16,500 military and civilian professionals worldwide in support of global defense and intelligence operations.
Before that, he was deputy director for policy, plans and requirements at the Office of the Director of National Intelligence and held roles across the Office of the Director of National Intelligence, the National Security Council, the CIA and U.S. embassies overseas.
Today, Shedd is an independent national security consultant advising corporate boards and supporting several international missions and NGOs.

Mary Rose McCaffrey, former CIA security director and GovCon executive, also attended and called the book a “riveting read.”
“The event was attended by a myriad of David’s colleagues from his distinguished public service career. A career which provided direct knowledge of the subject matter of the book through the lens of his numerous roles in the U.S. Government,” she said. “A riveting read, I wholeheartedly recommend.”
