Tammer Olibah
President and CEO, Integrated Data Services
Although it has long been relied upon by customers across the Department of Defense and backed by deep subject-matter expertise, Integrated Data Services was, for years, one of government contracting’s best-kept secrets, according to Tammer Olibah.
In 2025, he rallied the workforce around a call to action known as IDS 2.0, challenging the company to step onto a larger stage and expand its impact across the DOD and other federal agencies. The result is a reenergized IDS, now fully embracing its role as a trusted industry leader.
While evolving priorities disrupted much of the GovCon landscape, IDS is prepared to meet the mission. Efficiency is not a new requirement for the company; it has long been central to what IDS delivers through its Comprehensive Cost and Requirement System, CCaR. With a proven track record of providing real-time insight into requirements, funding and execution at enterprise scale across defense and civilian agencies, IDS enables leaders to understand who needs what, what it costs, when it will be delivered and whether programs are on track.
“Tammer is exactly the right kind of leader you want during this dynamic time in our industry,” said Michael H. Lustbader, managing partner at Arlington Capital Partners. “In a year marked by change and opportunities, Tammer guided the team to focus on IDS’s mission of serving our government customers’ evolving needs, while applying technology and AI to turn opportunities into growth.”
Why Watch
In 2026, Olibah and his team aim to empower more DOD organizations to operate with greater efficiency and make faster, more defensible funding decisions. Building on ongoing efforts to improve speed, mission impact and accountability across the enterprise, IDS’ approach aligns with emerging wartime acquisition priorities highlighted in Secretary Hegseth’s November 2025 “Arsenal of Freedom” address. In this environment, CCaR is positioned to serve as a critical resource synchronization tool supporting that transformation.
“2025 was a transformational year for IDS and for me,” he said. “I’m proud of what we accomplished through building a strong foundation, navigating rapid change in the GovCon landscape, and positioning ourselves for an exciting year of growth in 2026.”
Fun fact: Olibah has a quiet passion for visual art. He enjoys sketching and painting as a way to unwind, often sharing that creative time with his children.
