
Executive 1 Holding Company announced that retired Coast Guard Vice Adm. Andrew J. Tiongson has joined its board of advisors.
A three-star officer with over 36 years of leadership experience, Tiongson most recently served as commander of Coast Guard Pacific Area, overseeing operations across the Indo-Pacific, Arctic and Antarctic regions and the eastern coast of Africa. He concurrently served as commander of Defense Force West, supporting the Defense Department and combatant commanders.
Tiongson will serve on the board of advisors for CORAS.ai and HumanTouch, two companies managed by Executive 1 focused on agentic AI, decision intelligence and digital modernization for defense and civilian federal agencies.
“Andy has led at the scale and complexity our customers operate in every day, where decisions must be made quickly, with accountability, across joint and interagency teams,” said Moe Jafari, chairman of Executive 1. “His operational perspective, experience managing multi-billion dollar security budgets and audits, and strategic stewardship will be invaluable as we optimize agentic AI productivity, readiness, and decision intelligence across the Armed Forces.”
During his career, Tiongson held senior leadership roles including director of operations at U.S. Southern Command, commander of the Coast Guard’s Northeast District and assistant commandant for resources and chief financial officer of the Coast Guard. As CFO, he oversaw an annual portfolio exceeding $12 billion and helped secure two consecutive clean audit opinions, a first for a U.S. armed service.

A career cutterman, Tiongson served aboard five Coast Guard cutters and one U.S. Navy ship, including a deployment supporting Operation Desert Storm through a Coast Guard-Navy exchange program. His commands included USCGC Nantucket, USCGC Legare and USCGC James, and he served as executive officer aboard USCGC Mohawk.
