Carl Ghattas
Senior Vice President of Law Enforcement and Homeland Security, Booz Allen Hamilton
When America gathers for its biggest celebrations, like upcoming major sporting events or America’s 250th birthday, it takes careful coordination across many partners to keep everything running smoothly. Carl Ghattas supports that orchestration behind the scenes. He partners with federal, state and local agencies and draws on Booz Allen’s mission expertise, along with advanced technology developed by his team, to keep large-scale events safe and running smoothly.
“My job is to make sure everyone has the tools and information they need to make swift, informed decisions,” Ghattas said. “We deploy solutions that truly support the mission and fit within our client’s budget and operating environment.”
His team has supported security and operations for the 2023 Super Bowl, the 2024 Presidential Inauguration and this year’s Fourth of July celebration in Washington, D.C. Their work extends beyond individual events, strengthening law enforcement modernization efforts nationwide.
A key part of their approach includes technologies like Sit(X), a geospatial mapping and communication system built for first responders. Sit(X) securely integrates data in real time and can scale to thousands of users in the field. Ghattas describes it as one example of how preparation, coordination and data-sharing can raise the global standard for safety and response.
Ghattas is a former FBI agent who leads a team with similar operational depth. Their on-the-ground experience ensures the technology they deliver is not theoretical. It is designed for real missions, real people and real constraints.
“My team understands what our clients face every day,” he said. “That mission understanding allows us to tailor solutions that meet their unique needs and provide a strong framework for implementation and governance.”
Why Watch
Ghattas is already looking ahead as America prepares for some of the largest events in its history, including the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. These events are larger and more complex than anything U.S. agencies have managed in recent years. To meet the moment, Ghattas and his team are focused on technology that strengthens safety behind the scenes.
“Carl unites the people and solutions needed to stay ahead of evolving threats,” said Rich Crowe, civil sector president at Booz Allen. “Agencies trust his experience and instincts to guide complex operations and keep our country safe.”
For Ghattas, the mission is personal. “I’ve been involved in sports all my life, and I want people to enjoy a safe, secure experience,” he said. “Occasions like these are more than sporting events. They inspire innovation, strengthen partnerships, and showcase the best of human cooperation.”
