    Top National Security Execs to Watch in 2026

    In 2025, delivering strong results while growing ICF’s business with existing clients were achievements that, in other years, might have been taken for granted, Sarah Norcross said.

    She also credited ICF’s program management teams for anticipating and delivering on clients’ evolving needs, ensuring solutions address national security priorities such as the intersection of cybersecurity and critical infrastructure operations.

    ICF is significantly reducing the time needed to accomplish mission-critical tasks using agentic AI and ICF Fathom, the company’s suite of tailored AI solutions and services designed to rapidly support federal missions, which it launched earlier this year.

    “Sarah’s leadership has been pivotal to advancing ICF’s Homeland Security work,” said Michael Boggs, ICF vice president of security and resilience. “She anticipates market trends, motivates her team through rapid change, and drives clear, measurable improvements for our federal clients—from faster decision cycles to stronger risk analysis and better operational outcomes. Her steady, forward-looking approach continues to position ICF as a trusted, agile partner in a complex security landscape.

    Why Watch

    Norcross’ team is focused on helping clients address complex challenges across cybersecurity, infrastructure protection, data analysis and risk management by bringing ICF’s full portfolio of capabilities to bear, including communications, digital modernization, critical infrastructure operations, training and program support. This work includes strengthening security and resilience against evolving threats, modernizing systems to drive mission impact and measurable results, and applying data analytics and visualization to support smarter decision-making.

    “At several points over the past year, I have noted to my program managers that ‘there can be opportunities in chaos,'” Norcross said. “Unexpected challenges and changes have created unexpected opportunities. I’m proud of the work my team has done over the past year to evolve with changing client needs and to continue to deliver excellence and be mission-focused despite periods of uncertainty.”

    Fun fact: Norcross has two young daughters and planning their birthday parties and events at their school has become a creative outlet for her. Recent celebrations have included Squishmallow- and Frozen-themed parties.
