REI Systems has received a follow-on SBIR Phase III contract from the National Science Foundation to operate, improve and expand the agency’s Proposal Evaluation System.

The award builds on REI’s modernization of PES, which supports one of the federal government’s largest scientific merit review workloads. The system streamlines panel and ad hoc reviews, reduces administrative burden and improves oversight across NSF’s research evaluation process.

Under the new contract, REI will expand PES capabilities within Research.gov to meet NSF’s evolving business needs. Planned work includes increased automation, improved reviewer and program officer tools, stronger integrations and greater scalability as proposal volume grows. REI will also continue providing DevSecOps, security and operations support to ensure the system remains resilient and enterprise-ready.

“NSF’s trust in REI Systems to continue expanding PES is both an honor and a testament to the strength of our partnership,” said Shyam Salona, CEO of REI Systems. “With GovReview, we are improving the integrity and efficiency of the merit review process, empowering NSF staff and expert reviewers to evaluate research proposals more effectively, more securely, and with less administrative burden.”

The contract reflects REI’s strategy to deliver commercial-grade, mission-focused technology for federal agencies, the company said.
