Parsons Corp. has named executive and legal expert John Martinez as its next chief legal officer, effective Feb. 16, 2026.
The appointment follows current Chief Legal Officer Mike Kolloway’s notification to Parsons CEO and board of directors of his intent to retire in the second quarter of 2026. Kolloway will remain with the company as an adviser until his retirement to support the transition.

Martinez brings over 25 years of legal experience and has held multiple executive and C-suite leadership roles. He most recently served as chief legal officer and corporate secretary at Maximus Inc. He also held senior legal roles at GE Aerospace and Raytheon Technologies subsidiaries, including vice president and general counsel for Raytheon Intelligence and Space and Raytheon Intelligence, Information and Services.
Earlier in his career, Martinez served in senior executive roles within the U.S. intelligence community, including at the Office of the Director of National Intelligence and the CIA. He began his legal career as an assistant district attorney in the Manhattan District Attorney’s Office and later practiced as a litigator at Greenberg Traurig LLP.

Martinez succeeds Kolloway, who joined Parsons in 2016 as vice president and deputy general counsel for the Americas and was named chief legal officer in 2017.
