In this virtual video panel series, WashingtonExec interviews industry and public sector leaders to explore the challenges, innovations and initiatives shaping the government IT landscape. This video was originally recorded Sept. 30, 2025.

In this segment, WashingtonExec’s Amanda Ziadeh sits down with Horace Blackman, senior vice president leading the Defense, Intelligence and Space Business Unit at CGI Federal, and George Lamb, director of Defense Department Information Network capabilities in the Information Enterprise Office of the DOD CIO. Together, they discuss IT and software modernization across the defense sector.

Blackman and Lamb explore the integration of AI, automation, robotics and digital engineering across logistics, intelligence and enterprise infrastructure. They also share their thoughts on how cloud modernization, DevSecOps and continuous ATO are reshaping software delivery at scale. Blackman and Lamb discuss real-world examples, modernization priorities and where government–industry collaboration is most needed to drive innovation, enhance cyber resilience and accelerate mission outcomes.
