    REI Systems Rolls Out GovSBIR to Modernize Federal SBIR, STTR Programs

    REI Systems has launched GovSBIR, a comprehensive and intelligent platform built to modernize and streamline the full lifecycle of the federal Small Business Innovation Research and Small Business Technology Transfer programs.

    Built on REI’s GovGrants framework and using Salesforce’s Agentforce, GovSBIR is a low-code commercial off-the-shelf solution. It gives federal agencies an end-to-end system to manage grant-based and contract-based SBIR and STTR awards from solicitation through commercialization with greater efficiency, transparency and adaptability. The platform also reduces the burden on small business applicants through automated workflows, intuitive interfaces, built-in compliance checks and self-help tools.

    GovSBIR draws on REI Systems’ long track record supporting NASA, DOD, EPA and SBA with SBIR solutions, including DSIP, ProSAMS and SBIR.gov. It supports administration priorities around efficiency, fiscal responsibility and IT modernization.

    “GovSBIR represents a bold shift from bespoke systems to a product model that empowers agencies to focus less on infrastructure and more on impact,” said Heather Morgan, senior product Lead at REI Systems. “This is not just about better software—it’s about enabling innovation at scale.”

    The platform addresses long-standing challenges by offering a shared system that consolidates tools, standardizes workflows and provides real-time reporting to SBA. Agencies benefit from lower total cost of ownership, faster implementation cycles and shared improvements through the product roadmap.

    GovSBIR’s embedded Einstein AI supports operational efficiency and program integrity. Key features include:

    • Proposal screening to automate administrative checks and quickly flag incomplete or noncompliant submissions

    • Anomaly detection to identify fraud, waste and abuse

    • Virtual assistants to guide reviewers and applicants

    • Compliance checks that surface formatting issues, missing certifications, foreign affiliations and potential duplicates, allowing staff to focus on higher-value work

    Based on gains in REI’s other government platforms, this automation is estimated to increase productivity by 30-50%.

    While built around core SBIR and STTR workflows and data requirements, GovSBIR lets agencies configure business rules, forms, evaluation criteria and deliverables. This flexibility preserves agency independence while providing the benefits of a shared product infrastructure.
