    OAS Taps Duane J. Piper as Chief Administrative Officer

    OAS has appointed Duane J. Piper as chief administrative officer, adding more than 30 years of experience in government contracting, strategic operations and business transformation to its leadership team.

    The company said his arrival supports OAS’ expansion of engineering and technical services for U.S. civil and defense aviation programs.

    Piper served as an executive at Aeyon LLC, where he scaled operations to support growth from 70 to 725 employees and increased annual sales from $21 million to $200 million, culminating in the company’s acquisition by CGI Federal.

    He also founded and led PiCo, securing prime federal contracts that drove rapid growth, and held senior roles at Silverback7, General Dynamics Information Technology and SAIC. His work included overseeing multi-million-dollar divisions, managing contracts and operations, and leading merger and acquisition integration for HR, contracts, pricing and compliance.

    “Duane’s depth in government contracting and operational leadership will be instrumental as we build capability in aviation-focused engineering and technical services,” said J.J. Stakem, CEO of OAS. “His experience will help us to continue to deliver exceptional outcomes as we expand for our civil and defense customers.”

    An Air Force veteran, Piper began his federal career as a combat weapons technician before becoming a warranted contracting specialist.
