    Booz Allen Partners with L3Harris Technologies on $315M Air Force Command & Control Contract

    Booz Allen Hamilton has won a $315 million contract to deliver the Advanced Battle Management System Distributed Battle Management Node Phase II Tactical Operations Center-Light prototype for the Department of the Air Force’s Program Executive Office for Command, Control, Communications and Battle Management.

    The contract holds a maximum performance period of up to 5 years.

    Booz Allen launched the Modular Detachment Kit as an investment in a C2 solution designed to meet the needs of warfighters on its team, many of whom still serve in the National Guard and Reserve, according to Steve Escaravage, president of the company’s Defense Technology Group.

    “The resulting solution was engineered to meet the nuanced needs of today’s mission and operating environments — balancing flexibility, security, and intuitiveness in use,” he said. “After successful demonstrations at 20 large-scale exercises and experiments, we are excited to apply the full extent of our engineering, manufacturing, and production capabilities to achieve the potential of this program.”

    TOC-L is a battle management mission system with rapid relocation and deployment of command and control capabilities. Booz Allen’s TOC-L prototype will leverage the firm’s Modular Detachment Kit concept to securely connect sensors, decision makers and weapons at the edge.

    Booz Allen is also partnering with L3Harris Technologies on the prototype to enable Combined Joint All-Domain Command and Control, and enhance DAF PEO C3BM’s mission of delivering an integrated Air Force Department Battle Network.

    “L3Harris is well-positioned to help Booz Allen rapidly operationalize TOC-L, providing a critical C2 capability that enables decision makers to sense, assess, and act,” said Jason Lambert, president of Intelligence, Surveillance, and Reconnaissance at L3Harris. “This team is committed to accelerating the deployment of mission-ready technology to meet the evolving battle management needs of the Air Force and the nation’s warfighters.”

    The companies will combine strengths in tactical radios, datalinks, and waveform development with Deployable Digital Infrastructure expertise to support sustainment and modernization of TOC-L across multiple combatant commands, the company said.
