    David Yang Joins ASRC Federal to Drive Civilian Growth

    ASRC Federal has named David Yang vice president of business development for its Civilian and Health group, citing his 30 years of federal IT experience and track record of building top-performing teams and strong stakeholder relationships.

    “David is an important addition to drive our federal civilian business forward in today’s evolving landscape,” said Sanjay Sardar, ASRC Federal Civilian and Health group president. “His industry knowledge, leadership, extensive network and proven track record speak volumes, and we are happy to have him on our team.”

    Yang has extensive experience in business development, strategic planning and pipeline management. As senior vice president at ICF, he led growth initiatives for the company’s $525 million technology modernization portfolio, driving pipeline development and winning major federal contracts.

    Yang is a recognized leader in technology modernization and national security. In 2025, he was named an Engage National Security 100 awardee for advancing innovation, transparency and collaboration across agencies such as the departments of Homeland Security and State. He also received the Ignite Digital Transformation Award and the Elite Titan Award from the Asian American Chamber of Commerce.

    Yang serves on multiple industry advisory boards and has a master’s degree from the University of Baltimore and a graduate certificate in public policy from the University of Maryland.
