Serco Inc. has appointed Giao Phan and Teresa Shea to its board of directors, adding deep expertise in defense, intelligence and technology to the company’s leadership.

Phan, a retired Senior Executive Service member, recently concluded a 40-year civilian career with the Defense Department. She most recently served as executive director of Naval Sea Systems Command, overseeing 87,000 personnel and a $50 billion portfolio focused on naval ship and systems lifecycle management.
Her roles at NAVSEA included executive director for surface ship maintenance and modernization, and deputy commander for Navy Regional Maintenance Centers, where she led more than 7,000 employees.
Phan has a bachelor’s degree in civil engineering from Virginia Tech and a master’s degree in management from Florida Tech. Her honors include the Presidential Rank Award (Meritorious), Navy Distinguished and Superior Civilian Service Awards, and the Coast Guard Superior Achievement Award.

Also a retired SES, Shea is president of Oplnet LLC and serves on several advisory boards, including the Army Science Board’s intelligence subcommittee and the National Cryptologic Foundation. She brings over 30 years of experience in intelligence and national defense, including as director of signals intelligence at the National Security Agency, where she oversaw SIGINT operations and advised senior government leaders.
She also held executive roles at Raytheon Intelligence & Space, where she focused on advancing national security technologies. Shea earned a bachelor’s degree in electrical engineering from Georgia Tech and a master’s in the same field from Johns Hopkins University. Her awards include the President’s Distinguished Rank Award and the National Intelligence Distinguished Service Medal.
