Linger will lead initiatives to improve federal agencies’ efficiency with automation and artificial intelligence-driven insights to turn complex data into actionable information.
“Robert’s expertise and visionary leadership will advance our information advantage practice, helping to position our customers to thrive in an increasingly data-centric environment,” said Steve Hull, Leidos digital modernization sector president. “His proven ability to bridge cutting-edge technologies with real-world mission requirements makes him a strong leader for this role.”
Linger has over 20 years of experience leading emerging technology strategies. As Leidos’ lead AI software architect, he oversaw R&D projects that advanced the company’s AI capabilities.
His background includes AI, software, cybersecurity and leadership roles across government and private sectors. He’s also a Marine, a former federal contracting company founder and a cybersecurity executive in higher education.
“By delivering secure, scalable solutions, we can help customers make faster, smarter decisions,” said Linger. “In an always-evolving digital landscape, repeatable solutions will be key to moving quickly and taking full advantage of the growing pool of data that organizations find themselves with.”

Gilday will streamline government digital experiences by developing secure, reusable frameworks that use automation to help teams innovate faster.
“Tim brings a unique combination of strategic vision, hands-on expertise, and a passion for digital transformation that is well aligned with our mission at Leidos,” Hull said. “His deep understanding of automation, scalability and security will be instrumental in helping our customers modernize with confidence as we continue to drive innovation and deliver exceptional digital experiences at enterprise scale.”
Gilday has over 20 years of experience in enterprise IT. He led efforts to integrate emerging technologies like AI, quantum computing and automation, and has deep expertise in data management, analytics, cognitive computing, zero trust and DevSecOps.
Before joining Leidos, he led projects for the departments of State, Housing and Urban Development and Veterans Affairs and the National Cancer Institute. He was most recently senior director of emerging technology at General Dynamics IT and held previous leadership roles at CSRA, Sigma Health Consulting and Highpoint Solutions.
At Leidos, Gilday works closely with account teams and government customers to align data with user needs, integrate modern practices and deliver more responsive digital experiences.
“Helping organizations thrive in today’s fast-paced digital landscape requires a balance between solving immediate challenges and building user-centric, scalable, future-ready solutions that are intuitive and accessible without sacrificing security,” he said.
