ICF has appointed John Rabin as vice president of its disaster management practice, where he is responsible for assisting communities in preparing for, responding to and recovering from disasters.
“John is an experienced leader with a proven track record of navigating complex, emergency management crises,” said Gene Costa, ICF executive vice president and disaster management division leader. “I am confident that he will make a significant impact and excited to have him on our team.”
Rabin brings over 20 years of operational experience, including 12 years at FEMA. Most recently, he served as assistant administrator for response, overseeing federal emergency management efforts for communities facing natural disasters, terrorism and other emergencies.
Previously, Rabin led FEMA’s Field Operations Directorate, managing the training and readiness of 14,000 disaster response personnel. In 2017, he served as acting regional administrator for FEMA Region 2.
