    Constellis Adds CIO Jay Sipper to Executive Management Team

    Constellis has appointed Chief Information Officer Jay Sipper to the Executive Management Team. 

    As CIO, Sipper spearheaded key initiatives to standardize and optimize Constellis’ financial systems, and improve efficiency, compliance, data accuracy and visibility.

    “Jay is an exceptional leader in the company and a great addition to the Executive Management Team,” said Terry Ryan, CEO of Constellis. “As a member of the EMT, Jay will further enhance our cybersecurity posture, champion digital transformations aligned with organizational goals, and introduce technologies that drive value and support Constellis’ sustained growth. Jay cultivates a high-performing IT team that prioritizes productivity, communication, and accountability.” 

    Sipper joined Constellis in 2020 and became CIO in May 2022. Before Constellis, he led IT business systems at PAE (now Amentum), focusing on IT strategy and business transformation. 

    Sipper has reinforced Constellis’ cybersecurity, ensuring compliance with standards like CMMC, Cyber Essentials and GDPR. His leadership improved technology resilience, optimized spending and reduced redundancies. He also established a Project Management Office framework, creating a roadmap for managing complex, high-impact projects, the company said.
