Sarah Norcross and her team recently won a Department of Homeland Security program recompete, extending the work they’ve led since 2020. The program provides advanced data science and analysis services to support the homeland security mission.
The team’s effort during a highly competitive process ensured ICF stays at the forefront of mission-critical security programs. Norcross said they’re proud to continue protecting the nation against emerging and evolving threats in this space.
“My team and I are committed to our roles in protecting the homeland from a complex array of threats,” she said. “I’m fortunate to work with a smart, dedicated and collaborative team that brings their best selves to the table every day.”
Most of Norcross’ career has centered on the homeland security mission, and she established and led teams supporting various DHS components, including CISA, FEMA and TSA. Prior to joining ICF in 2021, she served at CENTRA Technology for nearly 19 years.
“It has been fascinating to witness how DHS programs and initiatives I supported earlier in my career are evolving to address the dynamic threat landscape,” she said. “Some risk scenarios that were once conceptual are now front-page news and drive the work of my ICF team. As a homeland security professional and as a mother, the importance of safety and security takes on a personal meaning, driving my resolve to do my part to protect families and communities from harm.”

This year, Norcross and her team are focused on expanding their support across DHS and identifying where automation and AI can enhance their cybersecurity services and mission outcomes. They’re also aligning their expertise in data science, cybersecurity, risk analysis and infrastructure protection with ICF’s operational strengths in critical sectors like energy, public health and transportation.
Norcross is also working to grow her team and establish efficient processes for onboarding, information sharing and professional development, ensuring they can perform their work effectively.
