Leonel Garciga
Army Chief Information Officer, Department of the Army
Leonel Garciga recently completed the overhaul of the Army’s cloud architecture under the Army Enterprise Cloud Management Agency.
Over the past six months, ECMA renovated its Amazon footprint with a much more secure, simplified and scalable cloud service offering while also providing an improved user experience with enabling governance and policy to support the Army diverse mission areas.
As the Army is moving forward onboarding tenants into the new Amazon footprint, it’s also improving its Azure cloud efforts and is looking to broader Google and Oracle cloud offerings in the future.
Why Watch
In 2024, Garciga and his team are heavily focused on modernizing software development and delivery across the Army. In March, the Army released its Software Directive, proving overarching guidance on 12 initiatives in software development and delivery. Under this directive, the Army has already published policy guidance on cybersecurity, no-code/low-code efforts and SaaS, and stood up a software support team under the banner Team Phoenix to provide direct advice and consultation to software projects across the Army.
Going forward, the team is working diligently on developing additional policy guidance for certifying DevSecOps pipelines, establishing enterprise DevSecOps Services, and providing better visibility into software programs across Army commands and organizations.
Fun Fact: Garciga plays the guitar.
