Cyber isn’t only about security; it’s just as much about warfare, and ManTech is upping its game as the industry leader in offensive cyber techniques.
This is no longer a classified discussion. All of government needs to openly discuss U.S. Cyber Command’s “defend forward” and “persistent engagement” strategies and acknowledge that industry is providing the tools, capabilities and weapons needed to win in the cyber warfare domain, Cleary said.
“When considering future conflicts and designing our military forces, our nation should adopt a ‘Moneyball’ approach,” Cleary said. “It’s not about buying players; it’s buying wins. The swift evolution of new warfighting technologies harnessing cyber and AI capabilities will inevitably introduce effects that diminish the need for traditional, long-lead-time, and costly warfighting methods. The challenge lies in effectively balancing investments between the conventional and the innovative.”

In 2024, Cleary’s team will be heavily focused on the three key components of ManTech’s Cyberspace Superiority Strategy: deter, defend and dominate.
That includes deterring threats in cyberspace for its clients with its zero trust, secure by design approach and continuous investment in innovation and personnel. It also includes helping clients defend against cyberattacks to ensure the resilience and survivability of their systems and speed their response and recovery from attacks.
Finally, cyberspace is crucial for strategic dominance and requires well-trained cyber forces for forward defense, ongoing engagement and rapid response, Cleary said. ManTech’s strategy supports full-spectrum joint operations in cyberspace by the most experienced and sophisticated team in the business.
Fun fact: Cleary is a two-time Collegiate All-American Rugby player and was recently inducted into the U.S. Naval Academy Rugby Hall of Fame.
