    Top DOD Execs to Watch in 2024

    Vice President of Enterprise Digital Solutions, SAIC

    Jose Rivera, an Air Force veteran, served in many roles including deputy director of cyberspace operations for USAF headquarters. His recent achievement at SAIC is the transformation of the Cloud One Program into a mission-focused cloud platform. This transformation was pivotal in aligning the program with the critical needs of the warfighter mission.  

    “By focusing on flexibility and support at the edge, we ensure that mission system applications are more agile and responsive,” Rivera said. “The updated mission focus to SAIC’s cloud platform enhances operational readiness, allowing for rapid deployment and adaptation of essential services directly in the field.”  

    This shift not only supports the immediate needs of national defense but also improves the overall efficiency and effectiveness of SAIC’s technological infrastructure, directly contributing to enhanced mission readiness and national security. 

     “There is no substitute for leadership,” Rivera said. “While technology, strategy and resources are all critical components, it’s leadership that truly drives progress and inspires teams to achieve their best.” 

    Why Watch 

    In 2024, Rivera and his team’s emphasis on multi-partner environment capability will allow them to integrate and collaborate with diverse partners seamlessly. This capability ensures interoperability and cohesive operations across different organizations, enhancing overall mission effectiveness.  

     Delivering at the edge is another critical focus for Rivera. By deploying cloud resources closer to where data is generated and actions are taken, his team can significantly reduce latency and improve the speed of decision-making. This approach is crucial for real-time applications, particularly in defense and other high-stakes environments where timely, accurate information is paramount. 

    “Jose Rivera is a tremendous leader,” said Vinnie DiFronzo, executive vice president for SAIC’s Air Force and Combatant Commands Business Group. “He is always focused on the national security mission and the wellbeing of his team.” 

    Fun fact: In another lifetime, Rivera has entertained being a history professor. While his professional focus is on advancing technology and cloud solutions for the warfighter, he has a deep passion for the lessons of the past.  

    “I’ve spent a significant amount of my free time researching historical events, exploring the intricate narratives that have shaped our world,” said Rivera. “This hobby has given me a unique perspective on problem-solving and strategic planning, as I often draw parallels between historical events and contemporary challenges.”
