David Ray’s recent achievement was advancing the Command and Control and space integration capabilities of SAIC’s space customers. Ray and his team helped modernize the Space Force’s Ground Based Radar Maintenance and Sustainment Services program and enhance critical missile warning and space domain awareness through a program for the Space Development Agency.
“We are developing, implementing and maintaining the Battle Management Command, Control, and Communications (BMC3) Application Factory for the Space Defense Agency – which allows our customer to update applications on satellites already in orbit,” he said. “By delivering technological innovation to our customers, we address their ever-changing needs and mission sets.”

In 2024, Ray and his team will focus on using technologies and capabilities developed by SAIC’s Innovation Factory teams. These professionals are fully dedicated to progressing the art of the possible in key technologies like cloud, data and AI.
Ray and his team recognize the importance of collaboration and teamwork in achieving goals, both within the SAIC enterprise and with customers. For instance, they are reintroducing themselves to long-time customers NASA and NGA as mission integrators, a role these stakeholders may not have previously leveraged through SAIC.
“By integrating technologies, assets, data and missions, we are realizing outcomes that were previously impossible,” Ray said. “I am proud to see the ‘art of the possible’ occurring in real-time on my team.”
A dedicated parent and sports enthusiast, Ray serves as the videographer for his daughter’s volleyball team. He records the games, compiles the footage and produces highlight reels. This effort aims to highlight the team’s skills and assist in its recruitment by colleges that match its academic and athletic aspirations.
Ray inspires his team and his family. “Never stop and keep going!” he said. “Life will throw curve balls, but remember that setbacks, no matter how big or small, prepare us for our biggest comebacks.”
