Dr. Lyle J. Hogue
Director of Army Strategic Outreach and Partnerships, U.S. Army
Dr. Lyle J. Hogue assumed his role Nov. 1. In this new position, he formulates diverse partnerships through Army outreach and engagement initiatives to increase awareness of Army opportunities, build advocacy for Army service and articulate the Army brand of “Be All You Can Be” in communities across America.
Prior to this role, Hogue served as the deputy assistant secretary of the Army for equity and inclusion. He exercised oversight of Army Civilian and Military Equal Opportunity and Civil Rights policy, complaint processing, compliance, adjudication activities and outreach. His oversight not only expanded relationships within underrepresented communities, but also helped align DEIA venues with Army career initiatives.
Hogue played a vital role in the creation and publication of the Army People Strategy, Diversity, Equity, Inclusion Annex, and the Expanding Diverse Talent in the Army Officer Corps Strategic Plan. His focus areas include talent acquisition, development, employment and retention of military and civilian people. Hogue has been an Army executive since July 2021 and has over 35 years of combined military and civilian Army experience.

The new Army Strategic Outreach and Partnerships directorate will pursue strategic outreach efforts with the goal of connecting the Army with America’s communities and building meaningful partnerships with organizations who uphold the Army values and ethos. Partnered with the Army Enterprise Marketing Office, Hogue will build lasting relationships with equity and inclusion, veteran, academic, industry and community and civic organizations.
