Steve Tolbert’s team at CACI has achieved significant milestones in large IT modernization efforts for the Defense Department, specifically in the areas of human capital management, financial management, budget management and acquisition solutions. Additionally, they are helping DOD advance critical capabilities in agile development at scale, cloud migration, cybersecurity, business analytics, and process automation.
Tolbert never shies away from a data challenge, no matter how unprecedented, making him and his team the ideal partner for the Army in its effort to deploy the world’s largest, most complex, government PeopleSoft implementation.
Earlier this year, Tolbert and his team supported the launch of the Integrated Personnel and Pay System for the Army (IPPS-A). This system consolidates nearly 30 different systems into a single, integrated web-based platform, providing personnel and pay management for over 1.1 million soldiers.

Every DOD budget request is processed through CACI-created systems. The Business Systems group provides acquisition support solutions that help DOD process over half a trillion dollars in contract payments each year.
CACI is also working on the Defense Agencies Initiative, where the company implemented advanced financial management and accounting solutions for over 95,000 users across 29 DOD agencies. This solution streamlines work processes and improves the auditability of over $75 billion in transactions yearly.
