Top DOD Execs to Watch in 2023: Leidos’ Steve Hull

Steve Hull oversees the Defense Enclave Services program, a 10-year contract worth up to $11.5 billion and the largest win for Leidos. This program provides enterprise IT services to the Defense Information Systems Agency and aims to provide the necessary infrastructure and architecture to support combat operations.

Leidos took responsibility for the program in October and has since collaborated with the government to provide immediate value. Recently, the customer asked Leidos to finalize the migration of sites from DISANet to DoDNet, cutting the schedule from 6 months to just over a month.

Hull’s team used automation technology and worked with the government to speed up the migration of sites from DISANet to DoDNet, completing it in a shorter time period than originally planned. This was a significant achievement for the program.

Hull also oversees the Global Services Management – Operations II program, which has over 2,000 personnel tasked with operating and defending the Defense Information Systems Network and the core of DISA’s cybersecurity capability.

The GSM-O II program is tasked with modernizing the tools and methods DISA uses to command and control the DISN. To achieve this, they developed the Global Management System tool. GMS is a multilevel security cloud-based tool that uses AI/ML to make decisions on how to route issues much faster than current human-based workflows can operate. GMS helps DISA operate the DISN, which is the backbone network for all military missions.

Why Watch

In 2023, Hull and his team are focused on continuing to develop and deploy the GMS tool. They’re also focused on ramping up the next phase of the Defense Enclave Services contract.
